Job OverviewAt Northrop Grumman Aeronautics Systems Sector, the Contracts Manager 2 leads a Contracts team within the B‑2 Program. This role is on‑site in Oklahoma City, OK, and is eligible for a hybrid work arrangement.
Responsibilities- Build and lead a team of highly motivated contracts professionals, providing strong leadership, training, guidance, and career development to direct reports.
- Administer contracts and guide the team in all aspects of contract administration support, including compliance with contractual requirements, interpreting contract requirements for program and functional leadership, drafting and transmitting formal correspondence, coordinating submittals with all stakeholders, and reviewing and executing contract modifications.
- Serve as the primary interface with the customer.
- Leverage data analytics to drive compliance, timeliness, and inform business area decision‑making.
- Identify, develop, and recommend risk mitigation strategies to address complex issues.
- Conduct proposal preparation for sole‑source proposals, serving as the lead for proposal contracts volume and partnering closely with Pricing & Estimating and the Capture team to develop and implement proposal strategies.
- Review and provide feedback on customer RFIs, draft RFPs, and RFPs.
- Guide the program and Contracts organization on the implications of model contract terms and conditions.
- Facilitate the proposal review process and ensure internal reviews are conducted in accordance with company policies and procedures.
- Partner with P&E and the Capture team to create briefings for internal reviews.
- Develop process improvements and cultivate new resources to drive efficiencies across the portfolio.
- Work independently and make independent decisions while ensuring high levels of collaboration with stakeholders and subject matter experts.
- Demonstrate excellent communication skills, both written and verbal, for informing, presenting, and negotiating.
- Travel 10% of time as required to support major programs.
- Bachelor’s degree from an accredited university and 7 years of experience in contracts or a related field, OR Master’s degree from an accredited university with 5 years of experience in contracts or a related field.
- Experience with FAR and DFARS, and prior experience with defense contracts or subcontracts across various contract types such as Cost‑Plus, Fixed‑Price, etc.
- Experience with proposal development.
- Experience presenting and negotiating with all levels of management.
- Experience negotiating and administering various government contract types of varying sizes and agreement types.
- Knowledge and understanding of pricing principles and FAR/DFARS as well as associated Federal Contracting regulations.
- Government defense contracting experience with the USG and/or major defense contractor customers.
- Proficient in Microsoft Office, including Outlook, Excel, Teams, and PowerPoint.
- Must have the ability to obtain and maintain a US Government clearance and Special Access Program (SAP) within a reasonable amount of time as determined by business needs.
- Prior leadership experience, either in a supervisory, team, or project lead role, and demonstrated ability to lead teams and develop talent.
- Prior experience working on a large sole‑source subcontractor proposal.
- Excellent decision‑making skills that support resolution of complex problems while minimizing risk to the Corporation.
