Basic Purpose

Positions in this job family are assigned responsibilities at a state facility or institution involving the inspection of buildings and grounds for the elimination of fire hazards, enforcement of laws, rules and regulations and providing security against acts of terrorism for state facilities, employees and the public. This may include patrolling assigned premises to identify and correct fire hazards, providing assistance to employees or visitors, directing traffic, and performing other duties related to the protection of state property and personnel.

Some positions may be primarily responsible for fire prevention activities and have additional responsibilities for assisting in firefighting activities.

Typical Functions
  • Patrol and inspect buildings and grounds within an assigned area to detect and eliminate fire hazards and discourage vandalism.
  • Interpret and enforce rules and regulations; safeguard life and property at state facilities or institutions and surrounding grounds.
  • Respond to fire alarms and report irregular activities; apprehend or expel violators; answer inquiries and give directions to employees and the general public.
  • Ventilate buildings to remove heat, smoke and gases; make forced entries to rescue persons during fires or other emergencies.
  • Check authorized persons in or out of buildings and grounds area and ensure that unauthorized persons are denied access; check to see that doors and windows are secure and lights are off; direct traffic in the vicinity of state facilities and parking areas.
  • Prepare oral and written reports of activities and incidents.
Level Descriptor

This career level involves duties and responsibilities at the full-performance level, including patrolling and inspecting buildings and grounds, enforcing laws and regulations in safeguarding life and property, inspecting hydrants and sprinklers, checking fire extinguishers, emergency lighting and alarm systems, inspecting places of public assembly for security or fire prevention violations, administering emergency measures, instructing employees in firefighting, first aid and other security procedures, responding to fire alarms, determining causes, and assisting in firefighting activities if required.

Limited direction and training may be provided to entry-level employees performing security and fire prevention duties.

Education and Experience

Requirements include a basic security and/or firefighter’s course and two years of experience in security or fire prevention and protection work.

Knowledge, Skills, Abilities and Competencies

Required knowledge includes the methods and objectives of security; standard fire prevention and protection theory; fire causes and proper procedures for extinguishing various types of fires; procedures to properly and safely operate various types of equipment and apparatuses; and first aid. Required abilities include establishing and maintaining effective working relationships with others; following written and oral instructions; evaluating emergency situations and adopting effective courses of action;

conducting security operations for an assigned facility or institution and surrounding grounds; operating and maintaining firefighting equipment; and expressing ideas clearly and concisely, both orally and in writing.

Special Requirements
  • Applicants must be willing and able to fulfill all job-related travel normally associated with this position.
  • Some positions may require peace officer certification in accordance with training and screening requirements of the Department of Corrections pursuant to 57 O.S. Supp.
    1988, Section 510 (2) (a-g).
  • Some positions at the Department of Public Safety may require graduation from the Council on Law Enforcement Education and Training Academy (CLEET) with certification as an “Armed Security Guard.”
  • Upon a conditional offer of employment, applicants must submit to a physical examination and must meet the physical examination requirements of occasionally lifting or carrying 60 pounds and being able to push and pull a maximum force of 30 pounds.
  • Some agencies may have determined positions in this job family to be safety sensitive as defined by 63 O.S. 427.8.
