Position Summary

Lean Synergy Solutions is seeking a Heavy Civil Construction Project Manager
- Water/Wastewater to manage water and wastewater treatment plant, pump station, and related heavy civil infrastructure projects in the Cookeville, TN area. This role is designed for an experienced project leader who can own project performance from planning and bidding through execution and closeout. The ideal candidate has a strong background with WTP/WWTP projects, self-performing heavy civil construction, subcontractor and vendor coordination, budgeting, scheduling, pay applications, and maintaining strong relationships with owners, engineers, inspectors, superintendents, and construction teams.

Key Responsibilities
  • Manage the full project lifecycle for water/wastewater treatment plant, pump station, and heavy civil construction projects from planning through closeout.
  • Review project plans, specifications, and bid documents while requesting quotes from subcontractors, vendors, and suppliers.
  • Select, coordinate, and negotiate with subcontractors, vendors, and suppliers to support project budgets, schedules, quality expectations, and delivery goals.
  • Define project goals, build construction strategies, develop project plans, allocate resources, and keep work progressing within tight timelines.
  • Monitor project scope, schedule, budget, profitability, production progress, and overall project performance, making adjustments when delays or challenges arise.
  • Coordinate and communicate with owners, engineers, architects, specialists, inspectors, superintendents, vendors, subcontractors, and construction personnel.
  • Ensure projects comply with applicable building codes, contractual requirements, safety expectations, quality standards, and other legal or regulatory requirements.
  • Conduct project meetings, report project status, maintain positive client relationships, conduct project site visits, and support bid-running activities as needed.
  • Prepare and submit pay applications, review and approve vendor invoices, and maintain clear project documentation throughout the project lifecycle.
Required Qualifications
  • Candidates should have experience managing large water/wastewater or heavy civil construction projects, preferably with a self-performing contractor.
  • Strong project management experience with WTP/WWTP projects, pump stations, utility infrastructure, or related civil construction work is required.
  • Candidates must be able to manage schedules, budgets, subcontractors, vendors, suppliers, project teams, documentation, and project performance expectations.
  • Strong leadership, communication, organization, planning, problem-solving, and follow-through skills are required.
  • Candidates must be comfortable working with owners, engineers, inspectors, superintendents, vendors, and construction personnel in active project environments.
  • Willingness and ability to travel to project sites as needed is required.
Preferred Qualifications
  • Direct experience managing water/wastewater treatment plant construction or rehabilitation projects is strongly preferred.
  • Experience with bid preparation, subcontractor/vendor negotiations, pay applications, invoice review, site visits, and project controls is preferred.
  • Background working for a general contractor or self-performing heavy civil contractor is highly valued.
  • Experience coordinating with municipal, public infrastructure, engineering, and inspection stakeholders is a plus.
  • A proven track record of delivering projects safely, profitably, on schedule, and with strong client relationships is preferred.
Location

Cookeville, TN area. This role may involve travel to active project sites as needed.
