Position: STORMWATER COMPLIANCE COORDINATOR

Stormwater Compliance Coordinator

The Stormwater Compliance Coordinator performs professional and technical work supporting the Town's Stormwater Management Program and ensuring compliance with federal, state, and local environmental regulations. This position plays an important role in implementing the Town's NPDES Phase II Stormwater Permit, coordinating inspections, tracking compliance activities, supporting public education initiatives, and assisting with stormwater planning efforts.

The ideal candidate enjoys balancing field work, technical analysis, regulatory compliance, and public engagement while collaborating with residents, contractors, developers, and Town staff. Work is performed under the general supervision of the Stormwater Program Manager.

Duties and Responsibilities
  • Implement and track assigned components of the Town's NPDES Phase II Stormwater Permit
  • Investigate illegal discharges, illicit connections, and stormwater pollution concerns while coordinating enforcement activities with the Stormwater Program Manager
  • Work collaboratively with Town departments to identify opportunities for reducing stormwater impacts from Town operations and facilities
  • Evaluate Town programs and services to ensure continued compliance with federal and state stormwater regulations
  • Assist with the development of stormwater management plans, policies, ordinances, and technical studies
  • Prepare staff reports, policy recommendations, presentations, and technical correspondence
  • Coordinate post-construction Stormwater Control Measure (SCM) inspections, maintain inspection records, and monitor ongoing compliance
  • Conduct field inspections and provide recommendations based on inspection findings
  • Provide technical assistance to developers, consultants, contractors, property owners, and the public regarding stormwater regulations and best management practices
  • Develop and implement public education, outreach, and involvement programs to meet regulatory requirements
  • Develop educational materials and training programs for Town staff related to stormwater management and environmental stewardship
  • Respond to customer service requests related to stormwater management and environmental concerns
  • Assist with developing new procedures and programs to address changes in stormwater regulations and permit requirements
  • Support implementation of the Town's wet weather screening program and track field inspection results
  • Maintain stormwater infrastructure records, databases, and GIS information
  • Assist with preparing grant applications and administering grants for stormwater quality improvement projects
  • Manage special projects and perform related technical assignments
  • Utilize GIS, specialized software applications, and standard office technology to perform assigned duties
  • Perform other related duties as assigned
Minimum Education and Experience

• High School Diploma or GED

• Six (6) to eight (8) years of directly related experience in stormwater management, environmental compliance, environmental regulations, or a closely related field

OR

• Associate's degree in Environmental Science, Environmental Engineering Technology, Civil Engineering Technology, or a closely related field

• Three (3) to five (5) years of directly related experience in stormwater management, environmental compliance, environmental regulations, or a closely related field

OR

• Bachelor's degree in Environmental Engineering, Environmental Science, or a closely related field

• One (1) to two (2) years of directly related experience in stormwater management, environmental compliance, environmental regulations, or a closely related field

OR

• An equivalent combination of education and experience
