Essential Functions:

· Provides overall leadership and direction for the Auditor-Treasurer Department.
· Prepares and administers the department budget and allocates resources to ensure statutory responsibilities and organizational objectives are achieved effectively and efficiently.
· Directs the administration of accounting systems, treasury functions, cash management activities, investments, internal controls, and financial reporting processes.
· Advises the County Administrator, County Board, and department leaders regarding financial trends, budgetary impacts, fiscal risks, and long-term financial sustainability.
· Oversees preparation of annual financial statements, audits, and required state and federal reports and ensures compliance with governmental accounting standards and applicable laws and regulations.
· Directs the administration of the county property tax system and ensures compliance with applicable Minnesota statutes and regulations.
· Oversees tax calculation, billing, collection, settlement, and distribution processes and certifies tax rates and levies for taxing jurisdictions.
· Serves as the County's Chief Election Official and directs the administration of all federal, state, county, municipal, school district, and special elections conducted within the county.
· Ensures compliance with election laws, regulations, security protocols, and reporting requirements while maintaining the integrity and transparency of the election process.
· Serves as a member of the County's leadership team and provides professional expertise and recommendations regarding fiscal policy, taxation, elections, statutory compliance, and organizational planning.
· Monitors legislative and regulatory changes affecting county operations and implements necessary procedural or policy changes.
· Represents the county in interactions with state agencies, local governments, school districts, professional organizations, auditors, financial institutions, and community stakeholders.
· Other duties as assigned.
