Overview

The Career Counselor provides career guidance to individuals seeking assistance through the Workforce Innovation and Opportunity Act (WIOA) for the TENCO region, comprising Bath, Boyd, Bracken, Fleming, Greenup, Lewis, Mason, Montgomery, Robertson, and Rowan Counties. Confidentiality must be maintained at all times.

General Duties and Responsibilities
1. Program Administration
  • Determine eligibility of potential clients.
  • Develop and maintain Individual Employment Plans.
  • Provide monthly case management.
  • Interview customers to establish career and employment goals.
  • Provide outreach and recruitment methods to reach targeted populations.
  • Determine eligibility for WIOA and/or Trade customers.
  • Develop and maintain an Individual Employment Plan for each enrolled individual outlining strengths, obstacles, goals, and needed services.
  • Oversee individual training accounts for occupational skills training.
  • Offer career/employment guidance using labor market data, local job opportunities, and community resources.
  • Offer intensive monthly case management to enrolled individuals.
  • Conduct workshops on career center services, employability, and soft skills.
  • Assist individuals in enrolling and participating in on-the-job training opportunities, work experiences, customized training, incumbent worker programs, and/or transitional jobs.
  • Maintain hard copy and electronic records.
  • Provide information on local area performance measures.
  • Provide program costs of eligible education and training providers.
  • Assist the Business Service Coordinator in placing job orders in the state data system, participating in job fairs, hiring events, and providing outreach and rapid response services.
  • Assist with core career center services, including resume writing, mock interviewing, job search assistance, etc.
  • Refer individuals to partner services when applicable.
  • Complete accurate and timely documentation as required by law, regulation, and policy.
  • Collaborate with community partners, including education, business, workforce, and economic development representatives.
  • Participate in partner and other meetings deemed necessary for program success.
2. Other Duties

Involve any additional tasks and assistance needed to support the organization.

Minimum Qualifications Education

Bachelor’s degree or higher in a human services or business-related field from an accredited college or university. Applicants with less than a bachelor’s degree may be considered with documented two (2) to four (4) years of pertinent experience.

Certification and Training

Valid driver’s license required. Additional certifications may be required upon hiring. Employees may be expected to attend professional development trainings relating to specialties.

Experience

Entry-Level Position. One (1) or more years of related work experience and/or internship required; two (2) years of related experience and/or internship preferred.

Physical Requirements

Sitting and standing for extended periods; reaching, stooping, crouching, and bending; ascending/descending ladders; fine motor skills; operating a vehicle; and ability to lift and carry 30 pounds.

Sensory Requirements

Sight, hearing, and speaking.

Working Conditions

Indoor office conditions; intermittent standing, sitting, or stooping; consistent use of computers, phone systems, and other office equipment; frequent interruptions.

Availability and Travel

Normal business hours; nights/weekends for special events/training/local meetings; travel within region and state.

Tools, Equipment, and Vehicle Use

Standard office equipment (computers, printers, scanners, phones, etc.) and fleet/personal vehicle(s).

  • Local businesses and industries.
  • Employment and training laws, Civil Rights laws related to employment, education and training, and the Americans with Disabilities Act.
