Job DescriptionQUALIFICATIONS: Certified Teacher Certificate with Teaching English as a Second Language Endorsement.
REPORTS TO: Building Principals, Director of Elementary Instruction
SUPERVISES: Not Applicable
JOB GOAL: To provide a comprehensive educational program that meets the needs of English Learners.
PERFORMANCE RESPONSIBILITIES:
- Timely identification and enrollment of English Learner (EL) students through the Home Language Survey and WIDA Screener.
- Develop and maintain Individual English Learner Program Service Plans (PSPs) and ensure timely parent notification of EL services.
- Maintain accurate and up-to-date EL student records in accordance with district, state, and federal requirements.
- Provide high-quality English Language Instruction Educational Program (LIEP) services using the district's approved service model.
- Participate in Admissions and Release Committee (ARC), MTSS, and other student support meetings to advocate for appropriate language supports and services for EL students.
- Coordinate and administer the WIDA Screener, WIDA ACCESS for ELLs, and Alternate ACCESS assessments following KDE and WIDA testing procedures.
- Analyze WIDA ACCESS, WIDA Screener, classroom, and state assessment data to monitor language development, determine eligibility for exiting EL services, and guide instructional planning.
- Integrate the WIDA English Language Development (ELD) Standards Framework into instruction and support classroom teachers in embedding language objectives across content areas.
- Provide professional learning for certified and classified staff on effective instructional practices, accommodations, and legal requirements for serving English Learners.
- Coach classroom teachers on effective language scaffolds, differentiation, and accommodations that promote equitable access to grade-level instruction.
- Collaborate with general education teachers to co-plan instruction, monitor student progress, and implement appropriate language supports.
- Provide targeted English language instruction through individual, small-group, or classroom-based services for students in grades K–12.
- Plan and facilitate meaningful family engagement opportunities and ensure communication with multilingual families through appropriate interpretation and translation services.
- Coordinate implementation and annual review of the district's LAU Plan and ensure compliance with KDE and Title III requirements.
- Support students in developing English proficiency in listening, speaking, reading, and writing while promoting academic language across all content areas.
- Monitor exited English Learners during the federally required monitoring period and collaborate with school staff to ensure continued academic success.
- Ensure EL accommodations are appropriately documented, communicated, and implemented for classroom instruction, district assessments, and Kentucky state assessments.
- Serve as the district or school resource for Kentucky English Learner policies, WIDA resources, and Title III guidance.
TERMS OF EMPLOYMENT: Salary and work year to be established by the Board.
EVALUATION: Performance of this job will be evaluated annually in accordance with provisions of the Board’s Policy on Evaluation of Professional Personnel.
