Hiring Range: $80,000.00 - $ (salary commensurate with experience/education)

General Statement Of Duties

This position supports and coordinates Burke County’s performance, strategy, innovation efforts,. This position assists in implementing the policies and goals of the Burke County Board of Commissioners (the "Board"), and drafting the annual county budget.

Duties And Responsibilities

  • Reviews and analyzes Burke County's staffing and workflow process, recommending improvements to each area
  • Plans and directs continuous quality improvement (CQI) activities, publishes reports, tracks improvement activities and provides training for improvement areas.
  • Develops, revises, and implements Burke County plans, programs, and procedures to improve daily operations
  • Reviews, processes, and monitors the County Manager Department's reports, communications, and services to ensure consistency, quality, and transparency
  • Develops and implements tools and reporting used for planning, forecasting, and monitoring various county departments and programs
  • Attends, presents, and participates in various meetings, committees, councils, and organizations to provide information about Burke County performance to the Board, County leadership, and external stakeholders.
  • Effectively communicates (orally and in writing) with the Board, Burke County officials, County staff, and the public; works closely and frequently with management and departmental leadership
  • Reviews internal department program operations, recommending best practices based on North Carolina county benchmarks
  • Receives, reviews, evaluates, and works to resolve complaints, project requests, and other issues from and with Burke County personnel, Burke County leadership, and external agencies and their representatives
  • Prepares and maintains records, reports, forms, letters, and memorandums regarding Burke County and its departments' budgets
  • Engages in difficult negotiations requiring a well-developed sense of timing and strategy
  • Performs other duties as required or assigned

Required Education And Experience

  • Bachelor Degree in Public Administration, Business Administration, Finance, or another closely related field
  • At least three (3) years of experiences in performance and management developing the necessary knowledge and skill to work in this position
  • An equivalent combination of education and experience will be considered.

  • Occasionally lifts up to ten (10) pounds
  • Occasionally spends time standing and walking
  • Routinely spends time speaking or hearing
  • Frequently spends time sitting and using hands or fingers to handle, feel, type, or text
  • Subjected to some mental effort and potential stressful situations during day to day operations

  • Ability to operate and use systems, technologies, and machines required to perform duties of this position
  • Excellent organizational and time management skills
