The Airport Finance Manager is responsible for the financial administration and revenue management functions of the Morgantown Municipal Airport. The position oversees federal and state grant administration, tenant lease management, invoicing and accounts receivable, fuel sales administration, revenue tracking, financial reporting, and compliance with applicable grant and lease requirements. The Airport Finance Manager works closely with the Airport Director to support the airport's financial sustainability and operational goals by monitoring revenues, analyzing business trends, managing business records, and ensuring timely grant reimbursement and reporting.
This position also supervises the Airport Operations & Finance Clerk.
- Manage and monitor airport financial activities, including revenue tracking, invoicing, accounts receivable, and financial reporting.
- Prepare financial reports, revenue analyses, and operational trend reports for airport management.
- Assist in the development and monitoring of airport operating and capital budgets.
- Monitor airport business performance and identify trends affecting airport revenue and expenditures.
- Maintain financial records in accordance with City policies and applicable regulations.
- Monitors, completes and submits required financial reports such as PFC quarterly reports, Form 127, WV sales tax reporting, and others.
- Serve as the airport's primary administrator for FAA, WV Division of Multimodal Transportation Facilities (formerly the Aeronautics Commission), and other grant projects.
- Track grant obligations, project schedules, reporting requirements, and reimbursement requests.
- Prepare and submit grant reimbursement packages and required financial documentation.
- Coordinate with consultants, contractors, engineers, funding agencies, and City departments to ensure compliance with grant requirements.
- Maintain complete grant files and financial records for audits and regulatory reviews.
- Administer airport lease agreements, permits, licenses, and related contracts.
- Maintain lease records and monitor critical dates, renewals, insurance requirements, and compliance obligations.
- Prepare and distribute monthly lease, hangar, utility, and other tenant invoices.
- Monitor and track rental payments and outstanding balances.
- Calculate and implement CPI and other contractual rate adjustments.
- Serve as a primary point of contact for airport tenants regarding billing, lease administration, and related inquiries.
- Manage hangar waiting lists and lease documentation.
- Oversee administrative functions related to aviation fuel sales and other FBO revenue-generating activities.
- Monitor fuel inventory reports, sales activity, pricing trends, and revenue performance.
- Serve as the airport liaison with AVfuel and related fuel service providers.
- Review fuel transaction reports and ensure accurate reconciliation and reporting of fuel sales revenue.
- Recommend pricing adjustments and business strategies based on market conditions and operational trends.
- Maintain accurate business, lease, financial, and grant records.
- Prepare reports, correspondence, and documentation related to airport financial operations.
- Support preparation of materials for advisory boards, City Council, and other stakeholders as needed, such as minutes, financial reports, agendas.
