Building Inspection 3. PAY GRADE: 440 (Non-exempt) 4. SALARY: $46,877.00 5. GENERAL DESCRIPTION OF THE WORK OF THE POSITION:

This is a highly responsible position within the City of Fairmont requiring technical and administrative duties to ensure compliance with municipal codes and ordinances, with a primary focus on the City of Fairmont’s Rental Housing Program and compliance with the ICC Property Maintenance Code. The position involves the interpretation, investigation and enforcement of municipal codes, ordinances and/or state laws; establishing standards to ensure the public’s health, safety and general welfare;

conducting investigations and inspections of alleged code violations; notifying property owners of violations and developing compliance schedules; performing follow-up investigations and inspections. Work is reviewed by the Deputy Building Inspector, the Building Inspector, and the City Manager by means of conferences, observations and results obtained and evaluation of reports.

The incumbent of this position is responsible for coordination and inspections pertaining to the City of Fairmont’s Rental Housing Program. They will also be responsible for receiving, recording and investigating complaints from citizens, business owners, property owners, agencies and other City departments regarding alleged code violations; performing city wide inspections to discover violations firsthand; identifying and notifying responsible parties of violations in the manner prescribed by law;

establishing consistent time frames for correction of the various violations; performing follow-up inspections to determine compliance with notices and orders. Additional duties include, but may not be limited to:
Assist the city attorney in prosecuting violations; advising and assisting the ICC Board of Appeals in their review of cases; advising and assisting other departmental personnel and the public in matters relevant to the property maintenance code; maintaining an official record of all business and activities you are performing pertaining to property maintenance;
Additional duties may be assigned by the department supervisor, Building Inspector, or City Manager.

7. DESCRIPTION OF SUPERVISION RECEIVED BY AN INCUMBENT OF THIS POSITION:

The incumbent is supervised by the Deputy Building Inspector.

9. KNOWLEDGE,

SKILLS AND ABILITIES

REQUIRED FOR PERFORMANCE OF THE WORK:

The position requires working knowledge of municipal ordinances, state adopted codes, and ICC building codes with focus on ICC Property Maintenance Code and Residential Code; the ability to thoroughly and efficiently inspect existing structures and premises; sufficient technical knowledge to recognize health and safety hazards related to structural, mechanical, plumbing and electrical systems; ability to determine property ownership by research of public records;

understanding of the legal aspects of code enforcement and due process; good computer skills with proficiency in Microsoft Office; ability to have courteous and professional communications with the public; the ability to express ideas clearly and concisely, both orally and written.

10. EDUCATION AND/OR EXPERIENCE NECESSARY FOR WORK PREPARATION:
