About the OpportunityWest Virginia University’s Health Affairs Institute seeks a qualified Data Collection Center Manager to lead operations within the Center for Measurement and Health Data Analytics. The role is instrumental in ensuring quality, security and appropriate use of health data for research, program evaluation and policy development.
The Manager will oversee implementation and management of large‑scale data collection activities, ensuring compliance with regulatory requirements and best practices in data governance. The position requires strong leadership, technical expertise, and regulatory knowledge, especially concerning HIPAA and federal data privacy laws.
The Manager will handle data collection operations, including staffing, workflow design, and performance monitoring. They will develop SOPs, maintain data integrity, accuracy and completeness, identify and mitigate operational risks, and collaborate with WVU and HAI IT teams to support secure data systems and improve technical solutions.
HAI coordinates WVU’s partnership with the WV Department of Health and Human Services. Ideal candidates have experience aligned with HAI’s mission and an interest in improving health of underserved, particularly rural Appalachian populations.
This position is hybrid and requires on‑site presence up to five days a week during active data collection.
What You’ll Do- Lead the design, implementation, and ongoing management of a comprehensive data collection center to ensure compliance with HIPAA and other regulatory requirements.
- Ensure all data collection activities comply with university policies, federal and state policies related to research conduct and data stewardship.
- Manage the data collection lifecycle for HAI projects: acquisition, validation, documentation, secure transfer and archiving.
- Identify and communicate risks related to data collection processes and provide guidance for mitigation.
- Translate HAI’s data‑driven vision into operational priorities, staffing plans and work plans.
- Oversee implementation and day‑to‑day management of data collection systems, tools and workflows with IT partners, meeting Health Sciences Center standards.
- Support health data analytics development by ensuring timely, accurate, high‑quality data delivery.
- Provide leadership for staffing, training, scheduling, performance monitoring and quality assurance.
- Contribute to strategic planning, including new initiatives, staffing needs and resource requirements.
- Work closely with HAI, WVU and Health Sciences Center partners to resolve issues that could affect data collection.
- Define and enforce procedures for data access, consent, documentation, secure handling and appropriate use to support governance and stewardship.
- Participate in investigations of potential breaches, data quality concerns or improper data handling.
- Recommend corrective actions for quality, compliance or performance issues.
- Develop and deliver training for staff and HAI personnel on protocols, standards, confidentiality and compliance.
- Communicate data collection requirements and expectations clearly in oral and written form.
- Facilitate access to high‑quality, well‑documented data for faculty, staff and students in research, evaluation and state‑sponsored activities.
- Manage special projects to improve operations, staffing models, workflow efficiency and quality improvement initiatives.
- Track progress of plans and coordinate with subject‑matter experts to meet project expectations.
- Manage day‑to‑day productivity and task management.
- Serve as direct contact for all parties, ensuring active targets and deadlines are met.
- Organize and coordinate Health Affairs projects across internal departments and external partners.
