Senior Right of Way Specialist Position Summary

Our client is seeking an experienced Senior Right of Way Specialist to support complex infrastructure and utility projects in the Morristown, New Jersey area. This role is responsible for leading and supporting land acquisition activities, negotiations, property research, title and survey review, permitting, construction coordination, and restoration efforts across multiple Right of Way projects. The Senior Right of Way Specialist will work closely with project teams, field agents, subcontractors, and client stakeholders to ensure projects are delivered safely, efficiently, and in compliance with applicable regulations and company standards.

Key Responsibilities
  • Facilitate land acquisition activities including negotiations, property research, title review, and survey interpretation.
  • Analyze, prepare, review, and interpret land and Right of Way–related agreements, including deeds, easements, leases, permits, and licenses.
  • Research, collect, and manage real property–related project documentation.
  • Translate data from Right of Way documents into the stakeholder management database.
  • Perform quality assurance reviews of stakeholder management database entries completed by Right of Way field agents.
  • Present technical and project‐related data to the Right of Way project team and client stakeholders.
  • Prepare and submit permit applications in support of project execution.
  • Develop and prepare project status, technical, and acquisition reports for the project team and/or client management.
  • Manage document preparation and control, including meeting agendas, correspondence, and other project‐related materials.
  • Assist with subcontractor management, including review of contracts, invoices, and change orders.
  • Support project planning, budgeting, and scheduling activities and assist in establishing critical project objectives.
  • Coordinate with construction teams to support Right of Way activities during project execution and restoration phases.
  • Ensure compliance with company policies, site‐specific safety requirements, and applicable regulatory standards.
  • Perform other duties as assigned and comply with all policies and standards.
Required Qualifications
  • Bachelor's degree in Business Administration or a related field and four (4) years of relevant experience in Right of Way acquisition, relocation, eminent domain, project management, or real estate; or
  • Associate's degree and six (6) years of relevant experience; or
  • High School Diploma and eight (8) years of relevant experience.
  • Demonstrated ability to read and interpret title reports, appraisal reports, and land surveys.
  • Strong working knowledge of general real estate law and real estate title work.
  • Excellent written and verbal communication skills, including presentation to technical and non‑technical audiences.
  • Ability to work independently while collaborating effectively within a team environment.
  • Strong organizational and time management skills with the ability to prioritize and meet deadlines.
  • High attention to detail with the ability to manage multiple tasks simultaneously.
  • Experience with database systems and document management tools.
  • Proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Valid driver's license required.
  • Ability to meet requirements to qualify for and maintain company vehicle driving privileges in accordance with applicable motor vehicle safety policies.
Preferred Qualifications
  • SR/WA designation or other certification from the International Right of Way Association (IRWA).
  • Active Real Estate Broker or Sales License.
  • Experience supporting large‑scale utility, transportation, or infrastructure projects.
