Construction Manager

Job Description

This role leads alternative delivery construction projects from early pursuit through handoff to operations, with a focus on large-scale transportation and heavy civil infrastructure. The construction manager builds strong client and partner relationships, drives competitive pursuit strategies, and coordinates multidisciplinary teams to deliver high-quality, compliant, and cost-effective projects. The position combines business development, preconstruction leadership, technical proposal development, and project management responsibilities in a fast-paced environment.

Responsibilities

* Identify, track, and support new alternative delivery opportunities by developing client relationships and engaging with target markets.

* Participate in business development efforts, including client outreach, market strategy development, and pursuit planning for transportation and civil infrastructure projects.

* Collaborate closely with legal, finance, marketing, and technical teams to develop competitive pursuit strategies and high-quality proposal submissions.

* Assist with evaluating and selecting joint venture partners, design consultants, and key subcontractors to ensure strong, capable project teams.

* Participate in go/no-go evaluations for project pursuits, providing insight on risk, competitiveness, and alignment with organizational goals.

* Lead technical writing efforts for qualifications packages, proposals, and other project-related submittals, ensuring clarity, accuracy, and compliance with procurement requirements.

* Serve as the primary point of contact during preconstruction and design phases for assigned projects, ensuring consistent communication and alignment with stakeholders.

* Lead project meetings, workshops, design reviews, and stakeholder coordination sessions to drive decisions, resolve issues, and maintain project momentum.

* Manage relationships with external partners, including clients, joint venture partners, consultants, and subcontractors, to ensure contract compliance and project alignment.

* Coordinate with internal departments to support integrated project delivery and foster collaboration across functional teams.

* Lead teams in developing technical solutions, project schedules, budgets, cost estimates, and comprehensive project execution plans.

* Support team growth by participating in recruiting, onboarding, mentoring, and professional development initiatives for project and preconstruction staff.

* Prepare and review Guaranteed Maximum Price (GMP) packages and facilitate a smooth transition from preconstruction to operations and construction teams.

* Oversee alternative delivery projects from initial pursuit through construction handoff, maintaining continuity, quality, and alignment with project objectives.

* Represent the organization at industry events, conferences, client meetings, and public forums, promoting the company's capabilities and building market presence.

Essential Skills

* Ability to manage multiple concurrent pursuits, projects, and deadlines in a fast-paced environment.

* Strong written, verbal, and visual communication skills, including the ability to present complex technical information clearly.

* Proven ability to develop compelling technical proposals and client-facing content for alternative delivery and transportation projects.

* Excellent leadership, negotiation, relationship-building, and interpersonal skills to guide diverse internal and external teams.

* Strong organizational skills with a high level of attention to detail across documentation, schedules, and project deliverables.

* Knowledge of alternative delivery procurement processes, including design-build and related models.

* Understanding of transportation project funding mechanisms and relevant regulatory requirements.

* Experience working with joint venture agreements and consultant contracts on large infrastructure projects.

* Proven experience delivering large-scale transportation infrastructure projects such as highways, bridges, rail, or other heavy civil projects.

* Working knowledge of scheduling, estimating, project controls, and project management software tools.

* Bachelor's degree in Civil Engineering, Construction Management, or a related field.

* Five or more years of experience in project management, construction management, alternative delivery, or related transportation infrastructure roles.

* Experience developing pursuit strategies, pricing approaches, schedules, and proposal content.

* Experience with technical proposal and qualifications writing for major infrastructure pursuits.

* Valid driver's license.

Additional

Skills & Qualifications

* Professional Engineer (PE) license preferred.

* Design-Build Institute of America (DBIA) certification preferred.

* Background in construction, roadway, and civil infrastructure projects.

* Experience managing change orders and coordinating with multiple stakeholders in construction environments.
