SCHEDULE

This is a full time, hybrid position, 40 hours per week. During the initial training period (4 to 6 months), the person selected will be required to be in the Isabella County office a minimum of 4 days per week. After the initial training period is over, the person will be expected to be in the Isabella County office a minimum of twice weekly.

Monday 8am to 5pm is the typical schedule, however there are times when the schedule can be flexible. This will be discussed further in an interview.

JOB SUMMARY

General Description: The Recipient Rights Advisor investigates alleged abuse and neglect and other violations of rights of individuals receiving mental health services from Community Mental Health for Central Michigan (CMHCM) and contracted providers; monitors compliance of mental health services with applicable laws and standards affecting rights of recipients; provides consultation and in-service training to providers of mental health services, recipients and family members;

and coordinates recipient rights activities with other community agencies.

Responsibilities and Duties
  • Reviews all incident reports to screen for apparent violations of rights and mediates with providers of service to address service deficiencies identified.
  • Receives and investigates all allegations of abuse and neglect, and other rights violations, determines status of allegation, assigns responsibility for violations, and assures action to remedy substantiated violations of rights.
  • Consults with agency professionals on individual cases.
  • Coordinates rights protection, reviews licensing and regulatory reports, and monitors compliance of rights standards for various community agencies.
  • Refers complaints outside the jurisdiction of CMHCM to appropriate resources.
  • Participates in oversight committees such as the Behavior Treatment Committee (BTC), and other advisory committees.
  • Answers questions from provider and agency staff, and reviews agency policies and proposed policies.
  • Provides Recipient Rights/Abuse and Neglect training to providers, agency staff, families and recipients of service.
  • May act to resolve disputes relating to or on behalf of recipients to obtain remedy for any apparent or suspected rights violations.
  • Otherwise endeavors to safeguard the rights guaranteed by the Mental Health Code.
EMPLOYMENT STANDARDS

General

Education:

Bachelor's Degree is required with a major in Human Services, Social Work, Nursing, or related field. Courses in Mental Health areas, research, law, logic, investigation, social work or nursing.

Other Preparation: Investigation, policy review, in-service training. The Rights Advisor must attend a Basic Skills Curricula provided by the Department of Health and Human Services within three months of hire.

Job-Related

Experience:

Two years' experience working with individuals with developmental disabilities or mental illness is preferred, but not required.

Licenses, etc.: Valid driver's license and possession of automobile requested, or dependable access to reliable transportation for frequent travel.

CONDITIONS OF EMPLOYMENT

Knowledge: Knowledge of the characteristics and social aspects of mental illness, and developmental disabilities. Knowledge of investigative techniques and in-service principles. Knowledge of the Mental Health Code and other laws, policies, procedures, standards, and guidelines appropriate to mental health services delivery.

Skills: Investigative, interviewing and training skills. Ability to use computer, word processing software, and automobile.

Abilities: Ability to be objective with good observation skills. Ability to exercise independent judgment in generating and investigating complaints, and seeking remedies for violations of recipient rights. Ability to resolve rights-related disputes through advisory, negotiating and mediating processes. Commitment and sensitivity to the rights of individuals receiving mental health services. Ability to withstand stress in pursuing investigation and remedial action. Ability to communicate effectively and establish constructive relationships with providers of service.
