Transp Planner IV - Regional Planning Manager; 61031827 and 61032540

Responsibilities

Assists with the management of activities associated with the development and maintenance of transportation planning documents and programs within assigned Metropolitan Planning Organization (MPO) and Council of Governments (COG) regions.

Assists with the management of transportation planning and early engineering activities in assigned areas of the state for SCDOT Office of Planning. Serves as a liaison between regional planning areas and SCDOT engineering staff and maintains effective and productive working relationships with local officials and staff. Represents the Planning Office at internal and external meetings to communicate and acquire key planning and project information.

Assists MPOs/COGs in the development of Long-Range Transportation Plans (LRTPs) and the Transportation Improvement Programs (TIPs), ensuring that engineering solutions are well-integrated with regional transportation programs. Assists with the management of consultant contracts relating to the development of federally required plans and activities led by MPOs/COGs ensuring compliance with federal and state regulations and policies.

Assists with the development of corridor studies, project scoping, project prioritization and ranking processes. Supports the Regional Planning Manager with assessments to identify engineering solutions that meet the purpose and needs of proposed projects prior to being added to regional planning documents.

Assists Regional Planning Manager with reviewing and monitoring Unified Planning Work Programs (UPWPs) and Rural Planning Work Programs (RPWPs). Coordinates activities necessary to fulfill federal and state requirements for planning and programming. Prepares reviews invoices for payment.

Assists Regional Planning Manager with coordination of Statewide Transportation Improvement Program (STIP) elements and related transmittals, ensuring that transportation projects align with goals in the assigned regions.

Provides written and/or verbal correspondence to questions from MPOs/COGs, internal staff, and members of the public.

Performs other related duties as assigned.

A bachelor's degree in planning, urban planning, urban technology, engineering, engineering technology, construction science and management, geography, geographic information technology, or a related field, and four (4) years of transportation planning or engineering work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
