JOB SUMMARY

The Transportation Operations Division Chief is responsible for a variety of traffic and transportation engineering functions for the purpose of maintaining and managing roadway and signal improvements for private development, Town projects, as well as day-to-day operations. The position includes the management of the traffic signal technicians and a staff engineer position.

ESSENTIAL JOB FUNCTIONS
  • Manages the Town’s traffic signal system to include timing changes, inspections, and SCDOT’s signal maintenance agreement requirements;
  • Conducts traffic studies to include safety audits, warrant analysis, and other related studies;
  • Develops budgets for programs and projects.
  • Participates in the Town’s Design Review Team (DRT) to review commercial, residential, and linear project plans, ensuring adherence to engineering standards such as access, signage, ADA, etc.;
  • Reviews Impact Assessments and makes recommended improvements to infrastructure;
  • Assists in update and administration of the Town’s Transportation Impact Fee Ordinance;
  • Manages Town Pedestrian, Bicycle, and Micromobility improvement projects;
  • Reviews selection and manages the Town’s Transportation Sales Tax (TST) and Charleston County Transportation Committee (CTC) projects;
  • Assists with on-going implementation of the Town’s Street Sign Replacement Program, to include preparation of plans in GIS, and recommendations for sign removal/replacement;
  • Oversees the Town’s Traffic Calming Program;
  • Assists with the Town’s Resurfacing and Restriping Programs;
  • Responds to citizen requests for information or concerns related to transportation or traffic issues;
  • Presents to the Transportation Committee and/or Town Council on subjects related to Traffic and Transportation;
  • Develops and manages assigned projects;
  • Supervises the Town’s Traffic Signal Technicians and Staff Engineer (transportation);
  • Maintains good working relationships with contractors, developers, and other agencies;
  • Performs other related assigned duties.
MINIMUM REQUIREMENTS TO PERFORM WORK
  • Bachelors degree in Civil Engineering with seven (7) to ten (10) years of work experience in the Transportation or Traffic Engineering discipline(s) or equivalent combination of education and experience;
  • Possesses a Professional Engineering (PE) license;
  • Professional Traffic Operations Engineer (PTOE) certificate encouraged or ability to obtain within 2 years;
  • Roadway Safety Professional (RSP1) certificate strongly encouraged or ability to obtain within 2 years.
KNOWLEDGE,

SKILLS AND ABILITIES
  • Knowledge of the principles and practices of Transportation and Traffic Engineering;
  • Knowledge of industry software such as Synchro and HCS;
  • Knowledge of industry design standards such as the MUTCD and the HCM;
  • Ability to interpret engineering plans and specifications;
  • Proficient in Microsoft Office products.
PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision, distance vision, usage of computers and reading.

This position requires substantial repetitive motion of wrists, hands, and fingers. The employee is frequently required to stand; walk; use hands to finger, handle, grasp or feel; and reach with hands and arms.

The employee consistently maintains balance either sitting, standing or walking and is occasionally required to stoop or crouch. The employee may occasionally push, pull or lift and move objects up to 60 pounds.

The work requires some agility and physical strength, such as moving in or about construction sites or over rough terrain or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them (up to 50 lbs.). There may be need to stretch and reach to retrieve materials. Usually, the work does not require extended physical effort over a significant portion of the workday.

Travel, particularly during adverse weather conditions and troublesome road conditions and, at times, during the evening is required.

WORK ENVIRONMENT

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Work may also involve occasional mental stress, such as completing several unrelated tasks within a relatively short period of time.

Some travel is required. Employee will be required to work beyond normal business hours in response to natural disasters, emergencies, Town special events, or to attend evening meetings.
