Overview

JOB SUMMARY The Environmental Manager (MS4) leads in the execution and administration of Town’s NPDES/MS4 Program as related to compliance with Federal and state regulations. The Environmental Manager maintains a working knowledge of environmental industry standards, and all aspects of Town environmental related programs.

Responsibilities
  • Leads the NPDES Program for the Town including, but not limited to, the six minimum control measures.
  • Advocates, develops, and implements new stormwater programs to reduce non-point source pollution and the preservation of natural resources within the Town planning area.
  • Leads coordination between inter-agency departments to ensure Good Housekeeping MCM6 measures are satisfied.
  • Coordinates with and educates staff in other Town departments regarding NPDES, MS4 and environmental regulatory program elements.
  • Assists engineering staff to ensure new development compliance with all state and local water quality regulations.
  • Supervises and directs NPDES Coordinator and SWPPP Inspectors with inspection scheduling and operations.
  • Reviews information regarding MS4 program operational and functional issues.
  • Schedules, dispatches and reviews calls entered into the department’s database.
  • Investigates calls and inspects drainage systems.
  • Investigates clearing and grading, tree removal and buffer violations.
  • Administers enforcement procedures where such violations exist and follows up on violations until resolution has been reached.
  • Attends court hearings and testifies concerning violations of the associated codes, represents the Town’s position in Municipal Court, and issues summons as required.
  • Establishes and maintains effective working relationships with local, county, state and federal agency staff.
  • Assists in preparation of legal documents, ordinances, programs and department policies.
  • Assists Engineering and Environmental Division Deputy Director in development and recommendations of technical, regulatory, and policy actions for MS4 operations.
  • Analyzes raw and trend data, compiles reports and develops reporting methods for use in developing programs or policies.
  • Assists with the development of stormwater operating and capital budgets.
  • Writes grant packages and other funding opportunities.
  • Completes timely and accurate reports.
  • Coordinates and conducts efforts with partner programs.
  • Serves on special committees related to Town and stormwater policies and programs.
  • Participates in event response and recovery operations as needed.
  • Performs other duties as required.
Minimum Requirements to Perform Work
  • Associates degree in Environmental Engineering, Environmental Science, Business Administration, Public Administration or related field and three (3) years prior work experience. Or equivalent combination of education and experience.
  • Valid South Carolina Driver’s License.

  • Knowledge of town legal and procurement procedures and practices.
  • Knowledge of applicable occupational hazards and safety precautions.
  • Knowledge of water quality and basic stormwater hydrology.
  • Skill in verbal and written communication.
  • Skill in the use of specialized software and database management programs.
  • Skill in analyzing complex problems and developing realistic and workable solutions, and implementing them.
  • Ability to manage multiple tasks in a detailed and accurate manner.
  • Ability to plan and execute complex operations and activities.
  • Ability to deal with members of the public, staff, and elected bodies in a tactful manner.
  • Ability to read, analyze, interpret and apply regulations to Town activities.
  • Ability to read, interpret, and communicate complex or technical concepts to the public and professionals.
  • Ability to establish effective working relationships with employees, other departments, other agencies, contractors, and the public.
  • Ability to learn new systems and programs in a fast-paced environment.
