Job Description

The Assistant Regional Planner (ARP) works within the Regional and Intermodal Planning Division, supporting the Regional Planner (RP) in liaison with local governments and other stakeholders across Maryland. The ARP serves as a primary MDOT SHA contact for funding and implementation assistance, and temporarily assumes that role in the RP’s absence. The role includes:

  • Communicating information to and from local governments, other agencies, and the public about all phases of MDOT SHA projects.
  • Assisting the RP with transportation studies, capital program management, and policy initiatives as staffing allows.
  • Participating in transportation study management, project coordination, and stakeholder engagement.

Minimum Qualifications
  • Graduated from an accredited college or university with a bachelor's degree that includes 30 credit hours in one or more of the following areas:
    Planning, Environmental Science, Environmental Studies, Transportation Studies, Architecture, Public Administration, Natural Resources Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology, or Urban Affairs.
  • One (1) year of professional experience in transportation, land-use, or community planning.
Selective Qualifications
  • One (1) year of experience in transportation projects involving duties such as long‑term planning, managing documents, engineering, obtaining permit approval, ensuring compliance with laws, codes, and policies, or liaising with stakeholders.
Preferred Qualifications
  • Knowledge of MDOT’s Consolidated Transportation Program, annual “Tour” consultation meetings, and MDOT SHA’s capital program development processes.
  • Knowledge of applicable federal and state metropolitan and statewide planning laws, regulations, processes, and procedures.
  • Excellent written and verbal communication skills.
Notes
  • Candidates may substitute a master’s degree or a doctorate in one of the specified fields for the required experience.
  • Candidates may substitute equivalent U.S. Armed Forces military service experience for civilian experience cited above.
Licenses & Certifications

Candidate must have a motor vehicle operator's license valid in the state of Maryland.

Special Requirements
  • Employees may need to represent SHA at meetings and functions outside core business hours.
  • Probationary period of 6–12 months.
