Introduction

THIS RECRUITMENT IS LIMITED TO CURRENT EMPLOYEES OF THE MDH ALLEGANY COUNTY HEALTH DEPARTMENT ONLY

Main Purpose of Job

The main purpose of this position is to direct and administer all residential/inpatient substance use disorder treatment services operated by the Allegany County Health Department (ACHD) (Joseph S. Massie Unit and the Allegany House). The Massie Unit is a 45-bed licensed 3.5;3.7; and 3.7WM facility. The Allegany House is a 14-bed licensed 3.1 halfway house. The position is responsible for providing vision, direction, management, and oversight to all staff and functions of the programs.

Both programs are 24/7 facilities. The position will be responsible for the fiscal management of both programs.

Minimum Qualifications

Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including two years at a supervisory or managerial level. A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience.

Additional experience will substitute on a year-for-year basis for the college degree.

  • Experience developing and writing policies and procedures
  • Familiarity with Commission on Accreditation of Rehabilitation Facilities (CARF)
  • Knowledge and experience working with budgets and monitoring expenditures of programs
  • A valid State of Maryland Professional Counselor License (LCPC)
