Position Duties

This position is limited to current Field Recruitment employees of DPSCS. The main purpose is to perform entry‑level professional duties in the Recruitment Unit, including learning and executing processes for recruitment and assessment of candidates for employment, annotating applications, distribution of job announcements, creating ratings of training and experience, creating certified eligible lists, and assisting in the interview process.

  • Works under close supervision with the SMEs (hiring managers) to determine preferred, selective, and other qualifications for positions, and to rate training and experience.
  • Reviews applications to determine whether applicants are accepted or rejected and notifies rejected applicants.
  • Tracks and maintains the Recruitment Tracking platform (Smartsheets).
  • Communicates with candidates throughout the stages of the recruitment and selection process to ensure the candidate is updated.
  • Provides technical assistance to DPSCS operating agencies regarding recruitment and selection procedures/guidelines.
  • Assists with data entry of all information received from applicants.
  • Provides in‑person and telephone customer service in a high‑volume office supporting multiple correctional institutions with 24‑hour operations and overlapping shifts.
  • Assists in any/all HRSD initiatives, including CO hiring event participation, virtual interview panels, travel to out‑of‑office locations, assistance to promo and exam unit, assistance to post‑recruitment unit, and other assignments as designated by Executive HRSD Leadership.
Minimum Qualifications

Experience: Four years of professional HR management work experience in recruitment, classification, salary administration, employee relations, test development and validation, or as a generalist.

Notes:

  • Candidates may substitute paraprofessional personnel work experience for up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or specialty codes for the required experience.
Desired Or

Preferred Qualifications
  • Experience using Workday as part of the recruitment process (hiring, researching positions, updating personnel files, making compensation changes).
  • Experience using Job Aps as part of the recruitment process (posting announcements, annotating applications, managing test).
  • Experience handling and maintaining the security of confidential information.
Limitations on Selection

Limited to current Field Recruitment employees of DPSCS.

Licences, Registrations, and Certifications
  • Must obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System within six months of appointment, and thereafter recertify every six months.
  • May be assigned duties that require motor vehicle operation; must possess a valid Maryland operator’s license.
