Main Purpose of JobThe Program Manager III (Flood Management Program Division Chief) will be responsible for managing the State’s Flood Management Program. The position provides technical assistance, guidance, and training to a diverse staff of regulatory and compliance engineers and natural resource planners administering the National Flood Insurance Program (NFIP). It oversees staff who administer FEMA’s Community Assistance Program (CAP) for more than 130 Maryland communities and provides guidance to staff regarding appropriate technical assistance, outreach, and training to each community in the NFIP program.
The Division Chief also supervises staff administering FEMA’s Cooperating Technical Partners (CTP) Program for mapping the State’s 100‑year floodplain, including application preparation and securing grant funding annually for mapping projects from FEMA Region III. The role offers strategic oversight in the development of Maryland’s flood‑related watershed studies and flood management plans, and provides technical assistance and guidance to the Comprehensive Flood Management Grant Program.
Coordination occurs with other state agencies including the Maryland Department of Emergency Management, Department of Planning, Department of Natural Resources, Insurance Agency, and Department of Transportation regarding flooding and flood‑related programs.

- Site visits may be conducted in all kinds of inclement weather and may involve insect bites/stings, poisonous plants, chiggers, “seed” ticks, snakes, and wild and domesticated animals.
- Exposure to hazardous conditions that may result in injury.
- Site visits usually involve walking on uneven terrain such as traversing steep slopes and stream banks.
- Physical demands such as lifting 50 pounds or more, climbing ladders, and carrying equipment.
- Required use of protective equipment—such as goggles, gloves, and masks—during site visits.
This position requires driving a State vehicle. If you hold an out‑of‑state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver’s license with no more than 5 points on their driving record to operate a State vehicle.
Minimum Qualifications- Education: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, or other appropriate technical discipline, or a Bachelor's degree in Environmental Law or Environmental Public Policy, or other appropriate related degree.
- Experience: Five (5) years of experience supervising professional staff in an environmental field or experience as an environmental project manager, including assigning tasks, setting priorities, and reviewing work products.
- Professional or scientific experience related to natural resources, environment, or public health may be substituted on a year‑for‑year basis for education.
- One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.
