Objectives
Knox County Job & Family Services is seeking a full-time Child Support Case Manager. The successful candidate will provide effective service to the public by implementing federal and state child support regulations and agency procedures to establish, collect, and enforce court-ordered support. Reports directly to the Child Support Supervisor.

Essential Functions
- Performs investigations to obtain information about case participants needed to enforce the case.
- Reviews court orders for pertinent fiscal information & SETS order entry and takes appropriate action.
- Enforces child support obligations by utilizing several applicable tools including, but not limited to, letters, withholding orders, license suspension, liens, seizing of bank accounts, civil/criminal court actions, attaching tax refunds and lump sums, and passport denial.
- Accepts and processes IV-A/IV-D/IV-E applications, interstate transmittals, and court orders to determine appropriate action on cases. Including, but not limited to, establishment of paternity, location of absent parent, establishment of child/medical support orders, modifications and enforcement of existing support orders.
- Monitors and processes data in accordance with local, state, and federal policy in the Support Enforcement Tracking System (SETS). This includes data entry, alerts, monthly reports, etc.
- Maintains accurate financial records for each obligor in the assigned caseload.
- Communicates professionally and effectively with clients, attorneys, employers, community partners and co-workers to respond to inquiries and provide needed information/education.
- Pursues appropriate legal actions for establishment and enforcement, including, but not limited to, requests for legal action, calculations of court orders to verify account balances, verification of service of process, preparation of case summary, court testimony, review of resulting court order, completion of necessary follow-up, etc. Assists with office coverage in the absence of other staff.
- Communicates with immediate supervisor for needed assistance, overtime, direction, questions, etc.
- Demonstrates regular and predictable attendance.
- Attends various training sessions, video conferences and workshops.
- Hold as confidential, all aspects of the job.
- Performs typing, word processing and related computer operations.
- Completes Administrative Reviews. Mails recommendation to individuals and monitors time frames for objection periods.
- Schedules genetic testing for individuals, completes genetic testing processing for laboratory, and monitors for time frames of completion for paternity establishment.
- Provides coverage for the clerical specialist when needed and may also serve as additional support for the child support attorney, program administrator/hearing officer, and child support supervisor.
- Provides coverage for reception duties as needed.
- Draft, proof, and type correspondence such as meeting minutes, memorandums, reports, confidential personnel documents, and general correspondence to customers, ODJFS, and/or the general public.
- Deliver and pick up filings at Knox County Domestic Relations and Juvenile Court as needed.
- Establish and manage recoupment accounts
- Perform case related financial functions and transactions.
- Assigned upfront administrative modifications, which includes working a monthly mandatory modification report and collecting appropriate paperwork including income information, employer verification, health insurance information, daycare costs, etc.
- Works overtime and outside of typical work schedule/business hours as required.
- Performs other duties as required.
Requirements (Education, Experience, Licensure, Certification):
- Completion of two years technical training or undergraduate major core coursework in criminology, social work, psychology, or related field;
- OR, two years' experience in performing child support functions to include conducting investigations to locate non-custodial parents, establishment of paternity, and enforcement of child support orders;
- OR, one course or six months experience in interviewing techniques, one course or six months experience in business math, one course or six months experience in case preparation techniques, one course or six months experience in techniques of writing, and one course or six months experience in typing, keyboarding, or word processing;
- OR, education, training, and/or experience in an amount equal to the minimum qualifications stated above.
