Location: Mount Vernon, VA

Position Overview

The Human Resources Operations Manager is part of the team responsible for the Association’s core HR administrative functions, including benefits, compensation, classification, performance management, employee relations, coordination with the HR Team for onboarding and off-boarding, policies, and procedures. In this capacity, the role contributes to consistent processes, supports cross-functional workflows, and assists HR leadership in ensuring that these interconnected areas operate smoothly and in alignment with Association standards.

This role blends hands‑on operational leadership with strategic ownership, building strong teams across the Association, clear standards, and disciplined processes that enable exceptional employee and manager experiences. In addition, the role provides broad support for HR projects and modernization efforts by helping gather information, build workflows, document SOPs, coordinate logistics, and prepare communications and guidance.

This position requires operational judgment, attention to detail, and a commitment to continuous improvement, questioning what exists, learning quickly, and raising the bar on how work gets done. They develop people, build trust across functions, and use systems and data as enablers to deliver reliable service and insight at scale.

Essential Duties
  • Provide general support for a variety of HR projects and initiatives as assigned by HR leadership, contributing to planning, coordination, and implementation activities.
  • Assist with gathering information, preparing materials, and organizing documentation to support the successful execution of HR initiatives.
  • Help coordinate project logistics.
  • Contribute to the development of communication materials, guidance documents, and resources that support project rollout and stakeholder understanding.
  • Work with the HR Director, Finance, and outside vendors to coordinate the design, evaluation, and benchmarking of competitive compensation, benefits, and rewards programs that support attraction, retention, and organizational performance.
  • Oversee the enrollment, renewal, and ongoing administration of comprehensive benefits programs, including FMLA, ADA, medical, pharmacy, vision, dental, disability, life insurance, EAP, workers’ compensation, retirement, and other employee benefits.
  • Plan, execute the implementation and administration of all benefit plans, including the annual open enrollment process, new hire education, compliance reporting, and serve as the primary point of contact for employee inquiries.
  • Review, investigate, and analyze workers’ compensation claims; coordinate with management and third-party administrators to communicate work restrictions, facilitate reasonable accommodations, and support successful return-to-work outcomes.
  • Ensure compliance with applicable federal and state regulations and reporting, including but not limited to ACA, COBRA, EEO, ERISA, HIPAA, FLSA, FMLA, and GINA.
  • Conduct analytical studies across compensation areas, including internal and external equity, competitive pay practices, and market trends, to inform engagement and retention strategies.
  • Coach managers on setting clear performance expectations and accountability standards.
  • Support performance management cycles, including goal setting, mid‑cycle reviews, and year‑end evaluations.
  • Provide guidance on performance documentation and corrective action planning.
  • Promote consistent performance standards and decision‑making across teams.
  • Partner cross‑functionally with Finance and other stakeholders to assess organizational impacts and ensure accurate data reconciliation and information flow.
Qualifications
  • Bachelor’s degree required; professional certification, such as S/PHR or SHRM‑S/CP, strongly preferred.
  • Minimum of five years of progressive experience in Human Resources or People Operations.
  • Demonstrated ability to handle highly sensitive and confidential information with professionalism, discretion, and sound judgment.
