In alignment with NWRESD’s mission statement, this position assists the Department Executive Director or Director with administering the Oregon Response to Instruction and Intervention state project grant, Early Literacy programs and other district-facing services assigned to the department. The Program Administrator will supervise staff, oversee project activities outlined in the ORTII grant agreement, and adapt program development. Responsibilities include leading coaches in content development, event planning, equitable resourcing, and delivery of professional learning.
Qualifications- Master’s Degree in Education Leadership, Special Education, or School Administration
- Three or more years of experience teaching in elementary programs
- Three or more years of experience teaching and supporting multilingual learners
- Valid Oregon TSPC Administrative License or ability to obtain license within specified timeline
- Experience in special education case management (preferred)
- Strong interpersonal skills and track record of collaborating with school district leaders
- Foundational knowledge of implementing evidence‑based literacy practices at classroom, school, and district levels
- Valid Driver’s License; available transportation and proof of auto insurance
- Commitment to diversity, equity, inclusion, and belonging through continuous development and modeling inclusive behaviors
- Professionalism and effective human relations
- Regular conferencing with immediate supervisor
- Proficiency with computer and internet‑based applications including email, internet software, Google Suite, and MS Word
- A. Oregon Response to Instruction and Intervention (ORTII)
- Utilize team infrastructure to offer statewide resources and deliver professional learning and coaching to Oregon schools
- Leverage resources to improve student outcomes in literacy via the ORTII program model
- Facilitate technical assistance in instructional practices and systems improvement that impact academic outcomes
- Model and support a coaching model that scales with school district improvement initiatives
- Co‑design project goals with ODE partners and carry out/report on all grant activities within established timelines
- Supervise and develop a team of professional learning coaches and administrative support implementing the program
- Ensure fiscal responsibility and grant spend‑down in line with ODE agreement requirements
- B. Early Literacy Supports
- Manage, with supervisor, development, implementation, and continuous improvement of the Early Literacy Supports team
- Co‑design programs annually with district leadership in line with agency mission and vision
- Foster relationships with agencies across the state for professional learning opportunities
- Supervise and develop a team of professional learning coaches and administrative support implementing the work
- Ensure fiscal responsibility and grant spend‑down in line with department budgeting
- C. Development and Improvement of Instructional Programs
- Collaborate with leadership to develop and/or improve regional programming
- Partner with department administrators for short- and long-term planning
- Manage and support program activities within approved resources and objectives
- D. Reporting – Prepare and submit accurate reports as required
- E. Collaboration – Confer and collaborate with principals, staff, leadership, and other district personnel as needed
- F. Administration – Administer rules, regulations, and procedures for the program within NWRESD and ODE policy structure
