Dynamis is seeking a Classification Specialist to be responsible for performing a full range of technical and administrative human resources management services relating to classification. Technical experts will also assist the Workforce Planning Division in the implementation of a new initiative to create models that will assess the workload and resources needed with Administrative, Professional and Technical staff.
Responsibilities- Provide Subject Matter expertise on organizational design and structure, Federal job position classification, position management, compensation administration, Fair Labor Standard Act (FLSA) coverage, and the adjudication of employee appeals (i.e., on job grading, Position Descriptions (PD).
- Conduct detailed review of all components of a PD to include the designations of the FLSA, Bargaining Unit (BU) eligibility, and Position Sensitivity.
- Update Offer Form (OF) 8 and PD Record (PDR).
- Review report of active PDs and moves old PDs into archived folder; conduct position audits; meet with leadership and draft PDs.
- Write and classify a full range of PDs using Office of Personnel Management (OPM) PD formats and classification standards for General Schedule (GS), Wage Grade (WG), Senior Executive Service (SES), and excepted service positions.
- Perform all necessary review and analysis, including conducting interviews and research, and engage in appropriate coordination with agency Human Resources (HR) personnel in order to provide clear and correctly written PD.
- Conduct desk audits as required; prepare audit questionnaires; develop audit report based on the administrative record and employee and supervisory interviews; and prepare an evaluation statement based on a thorough analysis of the position information and applicable classification standard(s)
- Track PD components to include PDs in process and completed.
- Prepare position cover sheets and make FLSA, BU, financial disclosure, and position sensitivity determinations.
- Demonstrate recent experience and skill in multi-tasking in a fast-paced environment.
- Collaborate with Federal managers and executives to help them navigate the Federal classification process.
- Command of Title 5 Federal classification regulations and OPM classification rules and policy.
- 5+ years of experience working as an HR Specialist.
- Ability to successfully complete a DHS Public Trust background check.
- Experience using HR systems such as People Soft (HR Connect) and Secret Service Hire /Monster Government Solutions, the National Finance Center and Office of Personnel Management eOPF is preferred.
- Expertise in job classification, job analysis, and position description writing.
- Familiarity with federal classification standards and regulations.
- Ability to conduct job evaluations and make appropriate recommendations.
- Strong written and verbal communication skills.
- Excellent organizational skills and attention to detail.
- Ability to work independently and manage multiple priorities in a fast-paced environment.
