Probation Services Specialist
NOTE:
This is an internal promotional opportunity for current Skagit County employees. Position is contingent upon grant funding and may be eliminated if grant funding is eliminated in the future.
Performs a wide variety of technical, programmatic, and complex legal clerical duties in support of the District Court Probation Department services and administrative functions. May act as interpreter.
Completes all Supervised Probation and Pretrial client file setups, background checks, closing reviews and quality control. Performs District Court Probation Department payroll processing and performs AP monthly processing as well routing of city contract funding to the Treasurer's Office.
Point position for Community Service compliance as well as performs "non-oath" support functions such as: performs Pretrial intake programming/procedures and assists in a limited capacity with low risk level (bench) Pretrial monitoring.
Assists Director in policy and procedure creation and education. Assists Director with the hiring of new employees, enrolls staff in mandatory trainings and assists with all travel matters daily. Provides administrative support as needed by the Probation Director and Presiding Judge of District Court.
Salary upon hire is in accordance with Skagit County promotion policy. Progressive increases are based on years of service with Skagit County, up to 8 total steps (top step $39.91/hr.). The Probation Services Specialist is range 13 of the Teamsters DC, CH, Park salary schedule.
Essential FunctionsPerforms office and administrative duties, along with special assignments as directed.
Exercise considerable independence of action in routine administrative matters.
Represent office in a professional capacity; assume confidentiality in all matters. Requires frequent interaction with the public, both on the telephone and in person.
Receive and input data from various sources for cases supervised by District Court Probation.
Assists in monitoring defendants' compliance with court orders, which include alcohol evaluations and treatment, domestic violence perpetrator evaluations and treatment, pretrial supervision, and other general case management.
Understand and maintain electronic filing databases and case management systems.
Community Service Programming Point Person. Processes all community service clients; informs clients of community service program requirements and provides clients with community services contacts and general information.
Assists Pretrial Probation Officers initial Pretrial intake interview and information sessions. Provides Pretrial risk assessment tool. Forwards all moderate and high-risk clients to Probation Director for Probation Officer assignment.
Monitors minimum supervision (bench) Pretrial clients, logs information into proper court data systems. Transfers minimum supervision clients who violate Pretrial conditions to Probation Director for Pretrial Probation Officer assignment.
Assists Pretrial Probation Officer at Municipal Court sites with initial client set up and group information sessions as requested by Director.
Provides DV-MRT, Anger Management programming for Spanish speaking clients located in District Court Probation as well as Community Court programming. Certification in DV-MRT and Anger Management are required and essential.
Maintains scheduling for District Court Programming schedules for Probation Officers, Director and clients using internal programs. Quickly and accurately enters information into databases, spreadsheets, and word processing files, and sets up file folders.
Performs records management and data destruction per state schedule. Monitors Long Term Bench Warrant cases for monthly status of up to 100 clients.
In limited circumstances, may accompany officers to court hearings, fieldwork or other community work regarding Community Service clients or minimum risk, compliant Pretrial clients.
Prepares and reviews payroll data for entry. Verifies time tickets, leave balances, and coordinates changes with Facilities Management supervisors, Auditor, and Human Resources Departments. Performs payroll data entry in the financial system and edits payroll and other corresponding reports for accuracy prior to being submitted to Auditor for final approval.
Prepares documents and enters payroll, A/P, financial, budget, and other data for posting to the general ledger (G.L) to reflect accurate accounting and distribution of income and expenses to appropriate accounts.
Maintain supplies and order as necessary, maintains log for supply spending and supply accounting for Probation Department.
Assists in the development and writing of personnel policies, departmental procedures, and agendas.
Frequently runs extensive background checks with Washington State Patrol, NCIC, WASIC and local highly sensitive database systems.
