Position: (Internal) Probation Services Specialist - Grant Funded

NOTE:

This is an internal promotional opportunity for current Skagit County employees. Position is contingent upon grant funding and may be eliminated if grant funding is eliminated in the future.

Performs a wide variety of technical, programmatic, and complex legal clerical duties in support of the District Court Probation Department services and administrative functions. May act as an interpreter.

Responsibilities
  • Complete all Supervised Probation and Pretrial client file setups, background checks, closing reviews, and quality control.
  • Perform District Court Probation Department payroll processing and monthly Accounts Payable processing, routing city contract funding to the Treasurer’s Office.
  • Act as the point position for Community Service compliance and perform “non‑oath” support functions such as Pretrial intake programming/procedures and assist with low‑risk (bench) Pretrial monitoring.
  • Assist the Director in policy and procedure creation, education, and hiring new employees. Enroll staff in mandatory trainings and help coordinate travel matters daily.
  • Provide administrative support as needed by the Probation Director and the Presiding Judge of District Court.
  • Exercise considerable independence of action in routine administrative matters.
  • Represent the office in a professional capacity, maintaining confidentiality in all matters. Require frequent interaction with the public, both on the telephone and in person.
  • Receive and input data from various sources for cases supervised by District Court Probation.
  • Assist in monitoring defendants’ compliance with court orders, including alcohol evaluations and treatment, domestic violence perpetrator evaluations and treatment, pretrial supervision, and other general case management.
  • Understand and maintain electronic filing databases and case management systems.
  • Act as the Community Service Programming point person: process all community service clients, inform them of program requirements, and provide contacts and general information.
  • Assist Pretrial Probation Officers in initial intake interviews and information sessions. Provide the Pretrial risk assessment tool and forward moderate/high‑risk clients to the Probation Director for officer assignment.
  • Monitor minimum supervision (bench) Pretrial clients and enter information into court data systems. Transfer clients who violate conditions to the Probation Director for assignment.
  • Assist Pretrial Probation Officers at Municipal Court sites with initial client setup and group information sessions as requested.
  • Provide DV‑MRT, Anger Management programming for Spanish‑speaking clients, and Community Court programming. Certification in DV‑MRT and Anger Management is required and essential.
  • Maintain scheduling for District Court Programming, entering information quickly and accurately into databases, spreadsheets, and word processing files.
  • Manage records, perform data destruction per state schedule, and monitor Long‑Term Bench Warrant cases for monthly status of up to 100 clients.
  • In limited circumstances, accompany officers to court hearings, fieldwork, or community work for Community Service or minimum risk Pretrial clients.
  • Prepare and review payroll data, verify time tickets, leave balances, and coordinate changes with Facilities Management supervisors, Auditor, and Human Resources Departments. Perform payroll data entry in the financial system and edit corresponding reports for accuracy before submission for final approval.
  • Prepare and enter payroll, A/P, financial, budget, and other data for posting to the general ledger to reflect accurate accounting and distribution of income and expenses.
  • Maintain supplies, order supplies as necessary, and log supply spending and accounting for the Probation Department.
  • Assist in developing and writing personnel policies, departmental procedures, and agendas.
  • Run extensive background checks with Washington State Patrol, NCIC, WASIC, and other highly sensitive database systems.
  • Provide technical support and Spanish‑speaking support as one of the two ICOTS (Interstate Compact for Adult Offender Supervision) officials for the probation department.
