DescriptionPOSITION SUMMARY:
The Functional Zero Coordinator serves as the Skagit County Communities for Functional Zero (C4F0) Lead, coordinating local implementation, monitoring system-level outcomes, and strengthening accountability for coalition funding and service delivery. This position is highly relational, data-driven, system-change focused, and action-oriented.
The Functional Zero Coordinator engages closely with other Social Impact Program Managers, youth and young adult serving organizations, the Youth Action Board, peer C4F0 coordinators from other counties, and the Office of Homeless Youth. These relationships help inform the work of the C4F0 Improvement Team, a coalition led by the FZ Coordinator with the goal of functionally ending youth and young adult homelessness in Skagit County.

ESSENTIAL FUNCTIONS:
- Community Coalition & Partner Engagement:
- Collaborate with fellow Skagit County C4F0-funded organizations such as North West Youth Services and North Sound Accountable Community of Health to ensure coordinated service delivery.
- Develop and maintain relationships with YMCA peers, local stakeholders, state-wide peer communities, and Commerce contacts.
- Recruit, orient, train, and retain diverse coalition members reflective of Skagit County.
- Facilitate Improvement Team Meetings focused on identifying gaps in Skagit County's Youth and Young Adult Homelessness System.
- Collaborate closely with the Skagit Youth Action Board and Youth Action Board facilitators.
- Ensure meeting invites, reminders, notes, follow-ups, and announcements related to C4F0 are sent to appropriate contacts in a timely manner.
- Support and occasionally facilitate county-wide connection events and opportunities for collaborative inter-agency, inter-disciplinary engagement.
- Coordinate coalition committees, work groups, strategic planning sessions, and annual action planning.
- Grant Administration and Contract Compliance:
- Ensure Communities for Functional Zero (C4FO) program requirements are met to fidelity through:
- Coordination and Facilitation of monthly Improvement Team Meetings, monthly Case Conferencing sessions, and monthly Lead Team meetings
- Inclusion of youth and young adults with lived experience in decision-making spaces; coordination with the Youth Action Board.
- Continuous data-informed evaluation of services.
- Monthly Built for Zero online dashboard data and progress updates, in collaboration with Skagit C4F0 Data Lead.
- Maintain understanding of C4F0 budgetary expectations and monthly expense reviews.
- Work closely with the Director of Compliance to ensure contractual expectations are met.
- Data Collection, Evaluation, and Reporting:
- Track and store confidentiality agreements for all service providers engaged in Case Conferencing Sessions. Model and uphold client confidentiality standards.
- Maintain ongoing and accessible notes regarding agendas, decisions, and action planning. Data, decision, and outcome tracking for all C4F0 related meetings.
- Generate twice yearly Performance Progress Reports detailing activities, outcomes, and achievements of the C4F0 program.
- Support continuous system-level qualitative and quantitative evaluations.
- Organizational Leadership:
- Participate in cross-department conversations and collaborative planning efforts to share program perspectives, identify opportunities for improvement, and support organization-wide decision-making.
