About the role

PKL Services Inc. is contracted to maintain and operate Republic of Singapore Air Force (RSAF) F-15SG and United States Air Force (USAF) F-15E aircraft and equipment assigned to the 366th Fighter Wing located at Mountain Home AFB (MHAFB), Idaho. PKL employees at this site are subject to a Union/Collective Bargaining Agreement (CBA) regarding employment terms and work rules.

The Functional Systems Administrator (FSA)/Commander Support Staff/Cybersecurity Liaison (CSS/CL) /MIS Management duties

shall provide FSA and assistant CSS/CL support (user accounts and computer systems) to government personnel and assets assigned to the 428 FS.

Key responsibilities include:
  • Manage accounts, mailboxes, and groups, and install and maintain routers, switches, hubs, networks, telecom circuits, and user system account tasks.
  • Identify, track, and resolve computer related problems and perform fix actions for day-to-day hardware and software discrepancies on various systems to include: e-Tools, Tough books, USAF/RSAF purchased Automated Data Processing Equipment (ADPE), MIS servers, MIS infrastructure (network), USAF TCMax or similar system, Comprehensive Engine Trending and Diagnostic System (CETADS), audio/visual equipment, Operational Debrief System (ODS), Heritage Computers, Operations Secure Email Network (OSEN), Digital Subscriber Line (DSL), Integrated Services Digital Network (ISDN), Mission Planning Network (MPN), Computer-Based Instructional Training System (CBITS), and other systems/functions within the administrative rights.
  • Ensure assigned computer assets are compliant with Standard Desktop Configuration (if applicable) and other 366 CS direction and restrictions IAW DoD and AF directives, instructions, and standards as well as tasking, network, and TOs. The contractor acting as an assistant CSS/CL shall implement/maintain Computer Security (COMPUSEC), TEMPEST, Risk Management Framework (RMF), Assessment and Authorization (A&A), Cyberspace Defense Analysis (CDA) Operations and Notice and Consent (N&C) Process tasks including account or mailbox creations or deletions.

    The contractor shall receive training directly from the Wing Cybersecurity Office (WCO) on specific processes/tasks required from a CSS/CL and ensure they gain access to all systems prescribed by the WCO (e.g., Remedy, Cyberspace Infrastructure Planning System (CIPS), Information Assurance Officer (IAO) Express Tool) to complete their duties as a CSS/CL.
  • Be familiar with DoD and AF directives, instructions and standards as applicable to the CSS/CL title. Create necessary work orders for issues by utilizing Remedy 2.0, CIPS 5.0 and IAO Express Tool or for issues beyond their capability by calling the Communications Focal Point (CFP) or WCO .
  • Receive training directly from the Wing Cybersecurity Office (WCO) on specific processes/tasks required from a CSS/CL and ensure they gain access to all systems prescribed by the WCO (e.g. Remedy, CIPS, IAO Express Tool) to complete their duties as a CSS/CL.
  • Access request forms and training/certifications will be required to maintain a privileged user account: DD Form 2875, Privileged User Agreement, Derivative Classification training certificate, and a Privileged User Cybersecurity Responsibilities training certificate.
  • Complete Enterprise Information Technology Data Repository (EITDR) and Enterprise Mission Assurance Support System (eMASS) training.
  • Responsible for the overall Certification and Accreditation (C&A) for the RSAF F-15SG MIS for the purpose of connection to the USAF Network.
  • Responsible for initiating and managing RMF and A&A for the RSAF F-15SG MIS. RMF and A&A will facilitate RSAF MIS connection to the USAF Network. The contractor shall ensure compliance with the latest RMF technical requirements .
