Summary: Yorktown Systems Group is seeking a highly qualified Verifying Official (VO)/ Operator to provide administrative support services to the US Army Reserve Command (USARC) G-1, necessary for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO).
The USARC Command currently operates ICOs in different locations throughout the United States. The main responsibility of these Common Access Card (CAC) offices is to provide Department of Defense (DoD) CACs and Uniformed Services Identifications (USIDs) to eligible recipients in order to ensure that authorized personnel have identifications to secure and allow efficient physical access to Government facilities, access to secure web sites, and email systems.
The USARC ICOs are also tasked with operating identification issuance systems, and issuing CACs to uniformed service members, retirees, family members/dependents and other eligible recipients such as Contractors assigned to work with USARC.
The Defense Manpower Data Center (DMDC) is responsible for providing all functional oversight for the ICOs equipment, software and maintenance of the Defense Enrollment and Eligibility Reporting System (DEERS)/Real-time Automated Personnel Identification System (RAPIDS) sites.
Specific Duties:
- Provide administrative support services and staff the designated USID Card Office during operation hours.
- Account for the control, verification, and issuance of USIDs and CACs for active duty military, reserve and National Guard members, military retirees, family members/dependents, and other eligible recipients.
- Support the processing of identification issuance requests and assist the Government’s issuance of identification badges for building and system access in accordance with regulations and DoD policy directives.
- Operate the USARC’s USID Card Issuance Systems to verify information and conduct all required background checks, ensuring 100% accuracy.
- Perform all required USID and CAC issuance verification tasks including researching and reviewing source documents, verifying eligibility, and discussing entitlements as defined by regulations, DoD policy directives, and the RAPIDS Training Guide.
- All Contractor personnel staffing RAPIDS workstations shall be certified as “VOs.”
- Ensure uniformed service members, their family members, and other eligible beneficiaries receive DoD benefits to which they are entitled.
- As a VO, perform tasks that include:
- Protect the privacy and confidentiality of data on the RAPIDS terminal screen.
- Verify the identity of card recipients as required by the applicable regulations before entering applicant data in RAPIDS.
- View and scan documents that establish benefit or eligibility before entering data into DEERS or issuing .
- Enter DoD Sponsor and family member information and issue DoD using RAPIDS workstations, suspend privileges and update DEERS as necessary.
- Process and complete DEERS/RAPIDS input and updates accurately and in a timely manner, maintaining all required information and records.
- Operate DEERS RAPIDS equipment to update and maintain electronic and paper filing systems to support CAC statistics, hiring actions, and the entry of additional CAC information and correspondence received.
Required Qualifications:
- High school diploma (or equivalent) and one year of experience in a Customer Service environment, preferably in an HR-related position.
- Ability to perform various administrative tasks and procedures with discretion.
- Proficiency in Microsoft Word, Outlook, and basic office equipment (computers, copiers, fax machines, scanners, etc.).
- Successful completion of RAPIDS certification IAW PWS 1.16.
Clearance: An Active SECRET Security Clearance is required for all positions located at the USARC G‑1 (Fort Bragg, NC); all other positions must pass a National Agency Check with Inquiries (NACI) Tier 1 investigation and background check.
