SummaryTatitlek Technologies is seeking a high-performing Portfolio Analyst to support the Defense Innovation Unit (DIU). This role blends analytical problem‑solving, operational ownership, and program execution, with a strong emphasis on travel operations, compliance, and PMO support functions.
This role is primarily responsible for managing end‑to‑end government travel operations, including Travel Authorization Requests (TARs), booking coordination, and voucher reconciliation, in full compliance with Joint Travel Regulations (JTR), Federal Travel Regulation (FTR), and TTI internal policies.
The Portfolio Analyst will also own and continuously improve key operational workflows, most notably the end‑to‑end government travel process, while also supporting broader program management efforts, leadership reporting, and strategic initiatives.
This position is designed for individuals who are not only capable of executing tasks, but who can also identify gaps, solve problems independently, and drive process improvements in a fast‑paced, high‑visibility environment.
The Portfolio Analyst must be creative and enjoy working within an entrepreneurial environment, with exemplary time management skills and the ability to identify, anticipate, and fulfill needs. The ideal individual will have the ability to exercise good judgment in a diversity of situations, with excellent written and verbal communication, analytical, administrative, and organizational skills, and the ability to maintain a realistic balance among multiple priorities and equities in a high‑tempo environment serving DIU’s mission.
Responsibilities- Assist in the planning, coordination, and execution of DIU programs and projects. Conduct research, gather data, and perform analysis to support program decision‑making processes.
- Manage the full travel lifecycle, including TAR initiation, justification, COR routing, approval tracking, booking coordination, and voucher closeout.
- Prepare, review, and validate Travel Authorization Requests (TARs) ensuring completeness, proper justification (mission need, cost analysis, exceptions), and compliance with JTR/FTR.
- Maintain audit‑ready travel documentation, including TARs, approvals, receipts, cost comparisons, and supporting materials for internal and external review (e.g., COR, GSA/FEDSIM audits).
- Conduct pre‑ and post‑travel compliance checks to ensure adherence to policy and reduce voucher rejection or rework.
- Provide guidance to travelers on per diem, allowable expenses, reimbursement requirements, and regulatory compliance.
- Track and manage high‑volume travel requests, identifying risks such as delays, cost increases, or missing approvals.
- Coordinate CONUS and OCONUS travel logistics, including policy exception handling and additional required approvals.
- Resolve travel disruptions (e.g., cancellations, rebookings) while maintaining compliance and cost control.
- Collaborate with cross‑functional teams to develop program plans, timelines, and deliverables. Track program progress, identify risks, and propose mitigations to ensure timely completion of objectives.
- Prepare reports, presentations, and other materials for program stakeholders and senior leadership.
- Support the development and implementation of program policies, procedures, and guidelines. Assist in the management of program budgets, including monitoring expenses and financial reporting.
- Building effective working relationships with key stakeholders such as Senior Government Executives, contractors, and external parties.
- Support PMO and leadership with ad‑hoc projects, reporting, and operational initiatives aligned with contract requirements.
