Under general direction, the incumbent supervises Head Start staff and directs and implements the Head Start program at the school. The incumbent ensures the program complies with Head Start Performance Standards, federal and state laws, District policies, and Arizona State Board of Education accreditation requirements by maintaining records, attending meetings, and managing compliance documentation.
Essential Functions- Develops and instructs developmentally appropriate practices and lesson plans using departmental goals, curriculum requirements, and early childhood standards. Designs a creative environment that promotes learning and acceptable behavior. Conducts continuous performance assessment and developmental screening.
- Supervises staff by setting workloads, establishing schedules, monitoring performance, recommending hires or terminations, conducting evaluations, training, and maintaining personnel records for licensing purposes while resolving conflicts.
- Interprets licensing regulations and collaborates with the Preschool facility inspection to ensure Department of Health Services (DHS) compliance. Prepares compliance reports and works with Head Start Administration, principals, facility managers, and other stakeholders to correct deficiencies and maintain accreditation.
- Creates newsletters and memos for families, distributes annual surveys, analyzes results to inform training needs, promotes family involvement, and provides ongoing family communication and education through school and home visits.
- Coordinates developmental screening and referral processes, participates in IEP meetings, and works with therapists and families to support each child’s success.
- Communicates with all Head Start staff, District staff, school principals, and community resources to ensure quality services for children and families, and refers families to appropriate city or district resources.
- Maintains up-to-date enrollment, attendance, and emergency files in compliance with DHS licensing, performance standards, and District procedures. Prepares and submits required reports and documentation to Head Start Administration and District departments.
- Attends Preschool and school staff meetings, stays current with policies, and participates in conferences with early childhood organizations.
- Assists the Administrator of Head Start in preparing the annual head start program budget, determines needs, and submits purchase requisitions within guidelines.
- Performs other duties as assigned.
To be eligible for this position, an applicant must meet the following required qualifications. Verification of these required qualifications is necessary.
- Bachelor's degree.
- Hold a valid Arizona teaching certificate (A.R.S. 15‑502.B) – Intern, Provisional, Reciprocal or Standard Early Childhood B‑8, OR Elementary K‑8, AND an Early Childhood B‑8 Endorsement, or Elementary 1‑8, AND an Early Childhood B‑8 Endorsement, AND Structured English Immersion (SEI) requirements, AND a valid Identity Verified Print (IVP) Fingerprint Clearance Card.
- Possession of valid health and safety clearances:
- Health Examination clearance prior to hire.
- TB Testing clearance prior to hire.
- First Aid certification within 30 days of hire.
- CPR certification within 30 days of hire.
- Arizona Food Handler’s License certification within 30 days of hire.
- Bachelor’s degree in Early Childhood Education, Child Development, Education or a related field.
- One year of instructional experience.
- Valid Arizona Department of Transportation Driver’s License.
