Description
Under the general direction of the Recreation and Cultural Services Director, the Recreation Supervisor performs complex administrative support activities, coordinates major departmental administrative functions and serves as the service operations lead. The position supervises staff and ensures accurate, efficient, and professional delivery of registration, facility scheduling, and public information services.
Essential Duties And Responsibilities- Coordinates specialized departmental functions including contracted services, special event permits, co-sponsored events, staff scheduling, records management, budgeting support, publications, database management, and website support.
- Coordinates activities and communication between the department and other City departments, external agencies, and the general public.
- Supervises employees by assigning, prioritizing, reviewing, and monitoring workflow to ensure high quality work and effective service delivery.
- Coaches and mentors staff, providing constructive feedback to support employee growth, accountability, and continuous learning.
- Serves as the primary departmental resource for registration, reservation, and point-of-sale software systems.
- Recruits, hires, trains, schedules, and evaluates full-time, part-time, seasonal staff, and volunteers.
- Maintains departmental recordkeeping systems, including payroll, leave requests, expenditures, revenue tracking, facility rentals, and invoicing.
- Prepares routine operational and statistical reports related to program registrations, facility rentals, revenue, and customer service activity.
- Responds to incidents, complaints, and operational issues; assesses root causes and recommends or implements corrective actions.
- Interprets and applies City policies, procedures, contracts, and applicable regulations.
- Identifies efficiencies and coordinates administrative tasks to ensure effective and efficient facility operations and maintenance.
- Assists with maintaining departmental software systems, including updates and compliance requirements; instructs and trains staff in proper system use.
- Maintains and updates departmental Standard Operating Procedure (SOP) manuals and ensures staff adherence to adopted procedures.
- Coordinates logistics and administrative processing for facility rentals and permitted events, including communication with applicants and internal departments.
- Fosters a professional, collaborative, service-oriented, and improvement-focused team culture.
- Performs the duties of subordinate staff when necessary to maintain service continuity.
- Prepares and delivers presentations to community groups, public agencies, and the public; communicates with media to promote programs and services.
- Attends and participates in professional meetings, trainings, and conferences to remain current on trends and innovations in parks and recreation.
- Performs other duties as assigned.
- Bachelor’s degree in Parks and Recreation, Public Administration, or a closely related field.
- Three (3) years of progressively responsible experience in recreation or community services including two years of administrative and supervisory responsibility, including staff training, scheduling, and performance management.
- Pass a background check.
- Licensing and Certification:
- Washington State Driver License with a driving record acceptable to the City
- Must possess or obtain within 90 days of hire: CPR, Standard First Aid, and AED certifications.
- Certified Park and Recreation Professional (CPRP) preferred.
- Recreation registration, reservation, and facility scheduling software systems.
- Modern principles, practices, and trends in municipal recreation and community services.
- Program planning, implementation, evaluation, and continuous improvement methods.
- Facility operations, scheduling, safety standards, and risk management practices.
- Public sector budgeting, purchasing procedures, and cost recovery concepts.
- Contract development and administration.
- Municipal boards and commissions coordination and support.
- Talent management and staff development principles, including succession planning and professional growth.
- Customer service best practices and conflict resolution techniques.
- Internal controls, cash handling standards, and basic governmental accounting practices.
- Demonstrate an enthusiastic and empowering leadership style that fosters innovation, collaboration, and professional growth; builds trust through active listening and open communication.
- Identify best practices and emerging trends; develops short- and long-range plans, goals, and priorities to support organizational success.
- Effectively supervise, assign, train, coach, and evaluate staff to ensure consistent application of policies, procedures, and service standards.
