Job Overview

The Alternative Delivery Transportation Engineering Specialist 3 and 4 supports Project Managers, Project Teams, technical Divisions, and Region Operations in the use of special contracting methods for project delivery as allowed by the State of Tennessee. This position employs Department policies, technical guidance, and procedures related to project development and alternative delivery methods in support of the successful delivery of transportation projects.

The Alternative Delivery Transportation Engineering Specialist 3 and 4 continuously evaluates performance indicators to implement acquired knowledge into alternative delivery projects, mitigating the Department's risk and improving the efficiency of delivering transportation improvement projects in alignment with TDOT’s strategic vision.

This position is responsible for collaborating with both internal and external stakeholders, including Project Managers, Project Teams, TDOT Divisions, Regions, designers, contractors, and owners’ representatives to ensure alternative project delivery projects align with the goals of the Asset Management Division while providing innovative contracting practices that can reduce lifecycle costs without sacrificing quality.

Qualifications
  • Transportation Engineering Specialist – Bachelor’s or Master’s Degree in Engineering, Construction Project Management, or Concrete Industry Management.
  • Transportation Engineering Specialist 1 – Bachelor’s or Master’s Degree in Engineering, Construction Project Management, or Concrete Industry Management and 1 year of demonstrated competency in planning, developing, and/or constructing projects.
  • Transportation Engineering Specialist 2 – Bachelor’s Degree in Engineering, Construction Project Management, or Concrete Industry Management and 2 years of demonstrated competency in planning, developing, and/or constructing projects, or Master’s Degree in one of those fields and 1 year of demonstrated competency.
  • Transportation Engineering Specialist 3 – Bachelor’s Degree in Engineering, Construction Project Management, or Concrete Industry Management and 3 years of demonstrated competency in planning, developing, and/or constructing projects, or Master’s Degree in one of those fields and 2 years of demonstrated competency.
Responsibilities
  • Serve as a resource for Alternative Delivery teams within a matrix organization for projects of moderate risk.
  • Assist project managers by maintaining organized records of all communications, decisions, and contractual agreements from procurement through project closeout.
  • Monitor project schedules aligned with the Department’s software and framework, including templates, Work Breakdown Structure, and activity plans.
  • Coordinate with other TDOT disciplines to mitigate constructability and maintenance concerns.
  • Integrate quality management into all deliverables to address plan errors, avoid construction delays, and minimize risk.
  • Stay current on contractual rules governing alternative delivery contracts, best practices for innovation, collaborative techniques, and new construction methods.
  • Provide exceptional customer service by building effective stakeholder partnerships and facilitating knowledge sharing with project teams.
  • Assist project managers with alternative delivery project planning, preparing Requests for Proposal, defining goals, and ensuring competitive bidding environments.
  • Monitor and control project cost and schedule performance, supporting budget reviews, forecasts, and risk assessments.
  • Document successes, challenges, and best practices to refine future RFP delivery strategies and conduct market research.

  • Coordinate with the TDOT Technical Training Director to develop and present training covering alternative delivery concepts, risk management, performance metrics, and emerging technologies.
  • Ensure quality aligns with work outcomes by implementing the Division’s Quality Assurance Process and coordinating with the Quality Team Lead for reviews and submittal compliance.
