Financial Manager, Business Administration
Missions
The budget and financial management officer is responsible for the preparation and execution of the budget and budgetary procedures, the management of debt and loan guarantees, and the monitoring of taxation and resources. Preparation and execution of the budget (City Hall, CCAS, camping):
- Manage the preparation of budget forecasts (operating and investment) - Prepare accounting documents (initial budget, administrative account, amending decisions) - Manage the technical execution phases of the budget
- Multi-year planning of investments and budget
- Monitor budget execution and correct discrepancies between forecast and actual
- Financial forecasts
Management of debt and treasury:
- Anticipate the financial situation of the community
- Analyze treasury developments
- Analyze banking proposals in terms of treasury and loans
Administrative management and analysis of loan guarantees:
- Manage guarantee requests
- Analyze the financial situation of guarantee applicants
Administration of expenses:
- Purchase orders
- Commitments
- Invoicing mandates
- Loans
- Grants
- Monitoring available credits
- Inventory operations
- End of year accounting
Administration of revenues:
- Commitments
- Issuance of titles - P503 - Departments
- Rents
- Grants
Grants:
- Monitoring grants awarded to associations
- Monitoring grants obtained
Miscellaneous:
- Management and follow-up of rents and garages
- Accounting follow-up of public contracts
- Inventory management
- Follow-up of the TLPE
Good knowledge of public finances and M57 nomenclature. Rigor. Autonomy. Desired experience of 3 to 5 years. Proficiency in computer tools
