QualificationsEducation and Experience:
Master’s degree in social work or a related behavioral science field with a child or family focus and at least three years of full‑time professional child welfare case work, including experience in one or more of the following: social, psychological, or correctional counseling or case management; volunteer services coordination for a children's service program; or juvenile classification coordination.

Bachelor’s degree and at least five years of full‑time professional child welfare case work, including experience in one or more of the following: social, psychological, or correctional counseling or case management; volunteer services coordination for a children's service program; or juvenile classification coordination.
Necessary Special Qualifications- Must be at least twenty‑one (21) years of age on the date of application.
- Be a citizen of the United States.
- Possess a valid driver’s license prior to and during employment.
- Have a good moral character, as determined by investigation.
- Complete a criminal history disclosure form in a manner approved by the appointing authority.
- Have no conviction for a felony.
- Agree to release all records involving their criminal history to the appointment authority.
- Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint‑based criminal history records check.
- Submit to and pass a pre‑employment screening test for use of illegal drugs.
This classification is responsible for professional case management supervisory work of average difficulty and performs related tasks as required. It is the first full supervisory class in the DCS Case Manager job series. The incumbent supervises staff who provide case management services for children under the State’s supervision, in state custody, or at risk of state custody, and their families. The role differs from DCS Case Manager 3, which performs lead level case management work.
It also differs from DCS Team Coordinator, which manages operations and programs in a field office or large residential programs and supervises members of this class.
- Assist the case manager in determining if abuse or neglect has occurred, assessing risk or harm to the child, assisting in determining the need for a safety plan, and making recommendations regarding permanency, reunification, or termination of parental rights. Assess underlying needs and core family concerns to ensure safety. Review and assess cases for closure or transfer based on knowledge and policy requirements.
- Assign cases/work assignments through TFACTS and provide feedback on performance to subordinates, including professional development opportunities and corrective action; analyze data, response times, overdue reports, Child and Family Team Meetings, placement reports, resource home reports, EPSDT and dental records, face‑to‑face visits; use SharePoint and Excel to track child welfare outcomes.
- Participate in multi‑disciplinary teams, including the Child Protective Services Investigative Team, Foster Care Review Board, and Community Advisory Board, to gain a global perspective on case planning decisions. Interpret the meaning and intent of policies and procedures for staff, community partners, and clients.
- Discuss case information with subordinates to guide decision‑making regarding case needs, resource allocation, and outcomes; coach subordinates on understanding underlying needs and core family concerns to ensure client safety.
