Job purpose

Support business growth by identifying, screening, reviewing, and evaluating opportunities in alignment with OQEP’s strategy. Provide commercial and business development analysis, evaluation, and expert support for OQEP’s growth portfolio. Contribute to the assessment, structuring, and advancement of new venture opportunities within Oman and internationally. Conduct specialized commercial evaluations of upstream oil and gas opportunities, including farm-ins, acquisitions, partnerships, and strategic investments.

The position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities
  • Support the development of Business Development strategies, plans, and performance frameworks aligned with OQEP’s growth objectives.
  • Identify, screen, evaluate, and structure upstream oil and gas opportunities, including M&A, farm-ins/farm-outs, asset entry, greenfield/brownfield developments, and divestments.
  • Provide expert support to commercial, technical, and economic evaluations in coordination with Strategy, Finance, Legal, and technical teams.
  • Support end-to-end transaction processes, including opportunity sourcing, valuation, due diligence, structuring, negotiation, and execution.
  • Prepare key investment and transaction documentation, including investment cases, FID papers, CIMs, teasers, and management presentations.
  • Participate in licensing rounds, bidding processes, and negotiation of commercial agreements (PSAs, concessions, JOAs, and related contracts).
  • Support commercial due diligence, including risk identification and mitigation planning.
  • Support and participate in the negotiation and management of commercial agreements, ensuring alignment with governance frameworks and strategic objectives.
  • Support portfolio growth through market intelligence, competitor analysis, and identification of synergies across assets.
  • Maintain and monitor the opportunity pipeline and provide accurate reporting on transaction progress and portfolio status.
  • Engage with internal stakeholders and external parties, including government entities and JV partners, to ensure alignment and delivery of commercial objectives.
  • Ensure compliance with governance, investment approval processes, and corporate guidelines.
  • Represent OQEP in business development & commercial discussions and partner engagements as delegated.
  • Contribute to KPI tracking, planning, and capability development within the Business Development and Commercial Directorate.

External: MEM, MOF, IOC Counter parties, Investment Banks and brokers, Contractors, Financial Advisors, Legal Advisors

Notable Working Conditions. Office environment, with some travel. Moderate to intensive computer screen use.

Education requirements

Bachelor's degree in Petroleum Engineering, Geosciences, Business Administration, Finance, or related field.

Language requirements

Excellent knowledge of written, read, and spoken English (required) | Arabic - Native (desirable)

Background and experience Competencies and skills
  • Minimum of 10+ years’ experience in the Oil & Gas industry, preferably across E&P investments, commercial, exploration, development, and production activities.
  • Strong experience in business development, commercial evaluation, M&A, and portfolio assessment.
  • Experience in resource control, contract management, and commercial processes.
  • Exposure to an IOC environment would be a positive.
Soft Skills
  • Strong analytical and advisory skills with the ability to work collaboratively across multiple functions.
  • Excellent interpersonal skills and multi-cultural awareness.
  • Ability to influence through expertise and structured recommendations.
Technical Skills
  • Advanced proficiency in MS Office applications.
  • Mergers, acquisitions, and divestments in EP/Upstream.
  • EP portfolio management, commercial analysis, business acumen, and economics.
