Reporting To Procurement & ICV Director

Role Objective
:
The Contracts Specialist is responsible for the end-to-end contracting and technical procurement process for projects and operational requirements. This includes ensuring commercially sound contracts, effective risk management, regulatory compliance, and successful project delivery. The role also covers procurement planning, spend monitoring, cost savings reporting, KPI reporting, and adherence to company procurement policies and procedures.

Duties and Responsibilities
  • Review, assess, and process technical procurement requests to ensure completeness of specifications, scope of work, and commercial requirements.
  • Prepare and manage tendering processes for technical projects, including RFQs, RFPs, ITTs, bid evaluations, and recommendation reports.
  • Develop, draft, negotiate, and administer contracts, agreements, purchase orders, and amendments in compliance with company policies and applicable regulations.
  • Coordinate with end users, engineering, operations, project teams, and other stakeholders to clarify technical and contractual requirements.
  • Lead commercial and contractual evaluations of bids to ensure best value, risk mitigation, and compliance with technical specifications.
  • Support project procurement activities from initiation through contract award, execution, performance monitoring, and closeout.
  • Manage contract execution, monitor contractor performance, and ensure compliance with contractual obligations, milestones, deliverables, and service levels.
  • Identify and mitigate contractual, commercial, and operational risks associated with technical procurement activities and projects.
  • Prepare contract correspondence, notices, variation orders, claims assessments, extensions of time, and dispute resolution documentation when required.
  • Maintain contract records, procurement files, and documentation to ensure audit readiness and regulatory compliance.
  • Liaise with suppliers, contractors, and consultants to resolve contractual and commercial issues and facilitate successful project delivery.
  • Support supplier prequalification, vendor performance evaluation, and contractor relationship management initiatives.
  • Ensure all procurement and contracting activities comply with approved delegation of authority, governance requirements, and applicable laws and regulations.
  • Contribute to cost optimization, value engineering, and continuous improvement initiatives across procurement and contract management processes.
  • Provide contractual and commercial advice to project teams and internal stakeholders throughout the project lifecycle.
Education and Qualification

Bachelor's Degree in Procurement & Supply Chain Management, Business Administration, Engineering (Mechanical, Electrical, Civil, Industrial, or related discipline), Quantity Surveying, Commercial Management, Law (Contract Law or Commercial Law), or Project Management.

  • MCIPS (Member of the Chartered Institute of Procurement & Supply)
  • PMP (Project Management Professional)
  • CCM (Certified Commercial Contracts Manager)
  • CPCM (Certified Professional Contracts Manager)
  • Certified Procurement Professional (CPP)
  • Certified Supply Chain Professional (CSCP)
Experience

Minimum four years of experience in contracts management, procurement, tendering, or commercial management. Proven experience in tendering, bid evaluation, contract negotiation, contract administration, and claims management.

Special Skills and Knowledge
  • Strong understanding of contract law and commercial terms.
  • Experience with RFQ, RFP, ITT, and tender management processes.
  • Ability to review technical specifications and scope of work documents.
  • Knowledge of project procurement and contract lifecycle management.
  • Strong negotiation, analytical, and stakeholder management skills.
  • Excellent report-writing and communication skills.
