Manager of Debt Strategy Department

This position is responsible for overseeing all activities related to the implementation of the department’s plans and programs, as well as monitoring the achievements of the set objectives and operational work plans.
Duties and Responsibilities- The position holder reports to the Director General of the Public Debt Management Unit.
- Develops public debt management strategies and submits proposals and recommendations to the relevant authorities.
- Integrates financial risk modeling of the debt portfolio into the macroeconomic development strategy and takes necessary measures to mitigate financial risks that may affect the public debt portfolio, in coordination with relevant divisions within the Ministry and the Central Bank of Oman.
- Prepares proposals related to public debt policy (domestic or external loans obtained by the State) and works on their development in light of international, regional, and local financial, economic, and credit developments, in coordination with the Central Bank of Oman and other relevant entities.
- Provides opinions to relevant government entities regarding financing needs from domestic and external loans.
- The position holder is subject to the general supervision of the Director General of the Public Debt Management Unit.
- Developing debt management strategies and submitting related proposals and recommendations to the relevant authorities.
- Including financial risk modeling of the debt portfolio into the macroeconomic development strategy, and taking the necessary measures to mitigate financial risks that may face the public debt portfolio, in coordination with the relevant divisions within the Ministry and the Central Bank of Oman.
- Preparing proposals related to public debt policy (domestic or foreign loans obtained by the state), and working to develop them in light of international, regional, and local financial, economic, and credit developments, in coordination with the Central Bank of Oman and other relevant authorities.
- Developing proposals to enhance public debt policy in light of international, regional, and local financial, economic, and credit developments, in coordination with the Central Bank of Oman and other relevant entities.
- Providing opinions to the relevant government entities regarding financing requirements from domestic or foreign loans.
- Supervising the preparation of the necessary research and studies on public debt and its cost, as well as early repayment requests, in accordance with the issued directives in this regard.
- Following up the preparation of an annual assessment of external financing and undertaking the necessary adjustments, if required.
- Preparing the annual estimates of loans included as financing sources in the annual general budget draft, including determining instalments, returns, and other payable charges for inclusion in the draft.
- Taking the necessary actions to enforce claims on the assets of borrowing entities in cases where the amounts due to the government are not fully repaid in accordance with the loan agreement and within the specified deadlines.

Qualifications:
Bachelor’s degree in Finance, Accounting, or any other relevant field - Professional
Qualifications:
Preferable ACCA, CFA, CMA, CPA, FMVA, FRM - Work Experience:
11 to 13 years of related work experience
- Fluency in Arabic
- Fluency in English
- Proficiency in MS Office is must
- Experience with business related software is desirable
