Role Summary
We are looking for an experienced Senior Financial Manager/ Acting CFO to manage the full accountancy and finance department with ENGIE Middle East. The position will be seconded to a fully owned affiliate of ENGIE in Oman. The affiliate Company is MSX listed with ownership of a gas turbines open cycle plant with a capacity of 405 MW.
Reporting lineIn the interim, this position reports within ENGIE to the Oman CFO. This role is an acting CFO, reporting to the plant CEO, to the Audit Committee and to the Board of Directors of the Company. For financial reporting, the role closely interacts with Company’s key shareholders representatives.
Key Accountabilities- Strategic Planning and Formulation
:
Working closely with the CEO and the Board of Directors in the formulation of Corporate Strategy that addresses the financial and commercial strategies for the Company. - Financial Reporting: Oversee the financial reporting processes including the preparation, review and approval of the statutory Separate and Consol idated Financial Statements and other internal and external reporting in compliance with IFRS, applicable regulations, capital market requirements and the Finance manual and policies. Ensure monthly reporting to Lenders and Shareholders as required and in the agreed formats.
- Risk, Governance and Compliance: Identify key financial risks, their impacts and the appropriate mitigation strategies, review and enhance the internal controls. Ensure compliance with Company Ethics, applicable laws, regulations including Financial Services Authority (FSA) and Muscat Stock Exchange (MSX) requirements, and internal policies and procedures. Ensure proper disclosure of any material event to the market, investors and shareholders. Ensure the obtention and renewals of necessary permits, licenses and consents as required to run the business and comply with laws and contract requirements.
- Budget and Cash Flow Management: Drive the preparation, review and approval of the annual budget plan. Ensure business operations within approved budgetary limits. Closely monitor cashflow and liquidity positions and ensure effective cashflow management including working capital management. Monitor and report budget variances and deviations from forecasts on a regular basis. Ensure that the results and distribution of the Company according to budget is achieved.
Maximize Shareholders’ return while respecting the contractual obligations of the Company. - Efficiency and Cost Optimization Initiatives: Continuously looking for new initiatives and approaches to enhance efficiency and optimise resources and costs (finance, CAPEX, G&A, shared initiatives, cashflow…).
- Finance Leadership: Manage and provide leadership to the accounting team
- Internal and External Audit: Drive the annual statutory audit process to ensure efficient and well-managed process, adequately addressing and resolving timely audit matters and meeting statutory reporting deadline as per FSA and MSX requirements. Additionally, responding in a timely manner to the internal audit queries and requests as per the approved internal audit plan to ensure enhanced compliance and continuous improvement to internal controls and processes.
- Stakeholder Relationship Management: Effectively and proactively manage the relationship with key stakeholders including lenders, banks, investors, regulators (particularly FSA and MOCIIP), employees, auditors, legal advisors and key suppliers.
- Contract Management: Responsible for procurement, management of supplier and contracts management. Administer directly all the commercial and financial contracts and agreements entered into by the Company.
- Board & Audit Committee: Organize efficient Audit Committee meetings, quarterly Board meetings and General Shareholders Assembly with timely distribution of Board packs, draft and final Minutes of Meetings and Board resolutions in accordance with capital market regulations.
- Insurance: Maintain all the insurance policies of the Company, as required. Ensure that the insurance claims procedures are followed properly and no action takes place threatening the validity of insurance cover and application of its policies.
- A minimum of a Bachelor degree in Accounting or Finance. MBA is preferred.
- Professional qualifications such as a Chartered Accountant (CA), or ACCA is highly preferred.
Fluency in English is mandatory, and Arabic is preferred
Experience- Public and third parties relationships experience.
- Ideally 15 years’ experience in accounting/auditing and/or finance with a minimum 5 – 7 years of proven executive leadership in finance specifically. Exposure to FSA and MSX requirements as well as the power market is a plus.
