Senior Specialist - Facility Management

Job Purpose
To provide professional support to the Manager by assuming full accountability for the operational excellence, financial performance, and strategic development of the Facility Management and Administration department. The role is designed to ensure continuity of leadership and to drive the integration, efficiency, and compliance of all facility-related services, from core building systems to guest hospitality and administrative support.
Key Responsibility Areas & Duties- Act with full authority for the Manager in their absence, providing decisive leadership on strategic, operational, and personnel matters.
- Assist the Manager to develop and implement the department's integrated strategic plans, objectives, budgets, and policies in alignment with organizational goals.
- Provide direct oversight and professional development for Facility Management team members.
- Establish and monitor Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) to ensure service excellence and continuous improvement.
- Provide strategic oversight and ensure the optimal performance, maintenance, and reliability of all critical building systems, including but not limited to:
Building Management System (BMS), HVAC & Chiller Plants, Mechanical/Electrical/Plumbing (MEP) services, Fire & Life Safety systems, Power Generation (Generators), Elevators, and specialized systems (e.g., Solar, Lighting Control). - Lead facility condition assessments, space planning, utilization projects, and the lifecycle management of fixed assets.
- Guarantee stringent compliance with all health, safety, environmental, and sustainability regulations across all operations and assets.
- Oversee core administrative functions including help-desk management, stationery & office supplies, tenant relations, and utility administration.
- Lead departmental projects, coordinate inter-departmental initiatives, and manage the portfolio of contracts and service agreements.
- Prepare and report on the departmental budget, conducting financial analysis, forecasting, and implementing cost-optimization strategies.
- Govern the full vendor management lifecycle: directing procurement processes, negotiating complex contracts, and rigorously monitoring performance against financial and operational targets.
- Apply strong business and financial acumen to all decision-making processes, ensuring optimal resource allocation and return on investment.
- Oversee the delivery of high-quality hospitality services, including in-house catering, event management, guest arrangements, and visitor reception.
- Direct all site support services, including recycling & waste management, pest control, parking management, landscaping, and overarching hygiene & cleanliness standards.
- Manage third-party vendor performance for all related services, ensuring value and adherence to contracts.
- Bachelor's Degree in Engineering, Facility Management, Business Administration, or a related field.
- Mandatory:
Professional certification in Facility Management (e.g., FMP, CFM, SFP from IFMA or equivalent).
- 8 to 10 years of related work experience
