We're recruiting a General Manager – Projects for one of our clients, who is a leading Civil engineering company based in Muscat, Oman.

Key Responsibilities:

• Develop a structured annualoperations plan to define operational priorities, milestones, and resource requirements for each department at the start of every fiscal year
• Monitor execution progressmonthly against the approved plan
• Identify performance gaps anddirect HODs to implement corrective actions within defined timelines, while recommending training, development, or HR actions to the MD
• Conduct formal monthly HODperformance reviews against departmental KPIs
• Hold authority to recommenddisciplinary action, reassignment, or performance management proceedings forany HOD in accordance with Group HR policy
• Ensure all departments operate infull compliance with the Corporate Governance Manual, Delegation of Authority,and Authority Matrix
• Monitor performance across allsix dimensions — budget, program, quality, EHS, commercial, and client satisfaction — for every active project
• Identify at-risk projects andhold Project Managers accountable for on-time, on-budget, and on-quality delivery
• Review and approve projectmobilization plans, resource deployment strategies, and program baselinesbefore construction commences
• Oversee the pre-contractsdepartment’s estimation quality, BOQ accuracy, and risk assessment rigor across all active tenders
• Monitor the post-contractsdepartment’s IPA submission cycle, variation register currency, and EOT claimpreparation for all active projects
• Oversee the Procurementdepartment’s governance standards, including Approved Vendor List currency,competitive tendering discipline, and compliance with Authority Matrixthresholds
• Monitor Group-wide financial performance against the approved annual budget monthly in coordination with the Finance & Accounts department
• Maintain and update the Group’soperational risk register, ensuring all significant financial, operational,compliance, and strategic risks are identified, assessed, and mitigated
• Ensure the EHS departmentmaintains full compliance with ISO 45001:2018, ISO 14001:2015, and Omani EHSlegislation across all projects
• Review and approve alldepartmental manpower requisitions, ensuring alignment with the approvedworkforce plan and budget, while monitoring Group-wide Omanisation ratios bydepartment and grade
• Ensure the Group’s regulatorystanding is maintained without interruption
• Oversee the IT department’smanagement of the ERP system (Build Superfast), cybersecurity framework,infrastructure uptime, and digital transformation initiatives
• Compile, review, and submit the monthly Group MIS operational report to the MD, ensuring all departmental KPIinputs are received, validated, and presented with accurate commentary
• Prepare weekly operationsbriefing notes for the MD

• Bachelor’s degree in Civil,Mechanical, or Electrical Engineering
• Proven 15–20 years of experience in the construction industry
• 4–8 years of experience workingas a GM or in an equivalent position
• Proficiency in MS Project,Primavera P6, AutoCAD (essential for drawing review), and Microsoft Office applications including Excel and Word
• Good command of written andspoken English
• Ability to work in a fast-pacedand deadline-driven environment
