Executive Director, Office of Empowering Specialisations About the Opportunity

Under the supervision of His Excellency the Minister of Commerce, Industry and Investment Promotion, the Oman National Program for Private Sector & Foreign Trade Development (Nazdaher) was established to accelerate a new era of inward investment and domestic growth to achieve the goals of Oman Vision 2040. It falls under the pillar of "A Competitive Economy" and the priority of "Private Sector, Investment, and International Cooperation" The program aims to enhance the competitiveness and attractiveness of the business environment, empower the private sector to lead a sustainably growing economy, and achieve effective integration with the global economy.

Key Responsibilities
  • Lead the development and implementation of the Ministry's process improvement programme.
  • Develop integrated process maps across regulatory, legislative, supervisory, administrative, and service functions.
  • Analyse existing processes, identify operational gaps, and redesign workflows to improve efficiency and effectiveness.
  • Lead business process re-engineering (BPR) and operational excellence initiatives.
  • Develop and implement Standard Operating Procedures (SOPs).
  • Recommend automation and digital transformation opportunities to enhance service delivery.
  • Develop KPIs and dashboards to monitor operational performance.
  • Ensure alignment between operational processes, governance requirements, and strategic objectives.
  • Collaborate with internal stakeholders to drive continuous improvement initiatives.
  • Lead and develop a high-performing team of process specialists.
Qualifications
  • Bachelor's degree in Business Administration, Public Administration, Industrial Engineering, Process Engineering, Public Policy, or a related discipline.
  • Master's degree is preferred.
  • PMP, PgMP, MSP, Lean Six Sigma, or equivalent professional certifications are an advantage.
Experience
  • Minimum 10 years of relevant experience.
  • At least 4 years in a senior leadership position.
  • Strong experience in:
    Business Process Improvement, Operational Excellence, Process Re-engineering, Institutional Governance, Quality Management, Continuous Improvement
  • Government sector experience is highly desirable.
