Head – Regulatory Programmes Management Office (PMO)
Location: Oman
About the Role
A leading regulatory authority in Oman is seeking an experienced Head – Regulatory Programmes Management Office (PMO) to establish and lead its centralized Regulatory PMO. This strategic leadership role will drive governance, oversight, and successful delivery of enterprise-wide regulatory programmes that support the Authority's long-term vision and transformation agenda.
Reporting directly to Executive Leadership, you will work closely with senior stakeholders across Regulatory Affairs, Tariff, Licensing, and Sector Reform to ensure strategic initiatives are effectively governed, monitored, and delivered.
Key Responsibilities
- Establish and lead the Regulatory Programmes Management Office (PMO).
- Manage the portfolio of strategic regulatory programmes and initiatives.
- Prioritise projects based on strategic objectives, risk, and business impact.
- Monitor programme performance through executive dashboards and governance reporting.
- Identify, manage, and mitigate programme risks, dependencies, and critical milestones.
- Develop and maintain PMO governance frameworks, methodologies, and standards.
- Drive collaboration across multiple directorates and executive stakeholders.
- Ensure successful delivery of regulatory reforms, policy initiatives, licensing enhancements, and strategic transformation programmes.
- Support executive decision making through data-driven reporting and portfolio insights.
- Embed project management best practices and continuous improvement across the organisation.
Qualifications
- Bachelor's or Master's degree in Economics, Engineering, Public Policy, Finance, Law, Business Administration, or a related discipline.
- Professional certification such as PMP, PgMP, PRINCE2, MSP, or equivalent is highly desirable.
Experience
- 10–15 years of experience in Programme Management, PMO Leadership, Regulatory Affairs, Governance, Strategy, or Business Transformation.
- Demonstrated experience managing enterprise-wide strategic programmes and project portfolios.
- Strong executive stakeholder engagement and Board-level reporting experience.
- Experience with in regulated industries, utilities, infrastructure, or government entities is highly preferred.
- Proven ability to lead cross-functional teams and deliver complex strategic initiatives.
