About the Role
Oman Dental College is seeking an accomplished and strategic Head of Finance and Operations to lead the College s financial management and operational functions Reporting to the Dean and serving as a member of the Senior Management Team the postholder will play a key role in strengthening financial sustainability operational effectiveness governance and institutional performance through strong leadership sound decision-making and continuous improvement.
Key Responsibilities- Provide strategic leadership for the College s finance and operations functions ensuring effective financial management sustainable resource utilisation and operational excellence
- Lead the development and execution of financial strategies annual budgets forecasts financial reporting treasury management procurement and financial governance frameworks
- Ensure robust financial controls regulatory compliance risk management practices and continuous improvement of financial systems and processes
- Provide strategic oversight and leadership of key support functions including Finance Human Resources Student Services Information Technology Marketing Facilities Health amp Safety and other administrative services ensuring effective service delivery and alignment with institutional priorities
- Drive operational excellence by enhancing organisational efficiency service quality process effectiveness and resource optimisation across support functions
- Lead institutional operational planning and oversee performance monitoring against strategic objectives operational plans and Key Performance Indicators
- Oversee the development implementation and continuous improvement of policies systems and processes that support effective institutional operations
- Ensure business continuity operational resilience and appropriate risk mitigation frameworks are established and maintained
- Establish and maintain strong relationships with government authorities regulatory bodies auditors financial institutions suppliers and other key stakeholders
- Support institutional accreditation quality assurance and compliance activities through effective governance reporting and continuous improvement initiatives
- Provide strategic financial analysis operational insights and recommendations to support informed decision-making
- Lead organisational improvement initiatives and change programmes that enhance institutional capability and long-term sustainability
- Promote a culture of accountability collaboration innovation and high performance across the College
- Bachelor s degree in Finance, Accounting, Business Administration, or a related discipline.
- Professional accounting qualification such as CA, ACCA, CPA, CMA, or equivalent is preferred.
- MBA or relevant postgraduate qualification is an advantage.
- Minimum 10 years of progressive experience in finance and operations, including substantial experience in a senior leadership position
- Demonstrated experience leading finance functions and overseeing diverse operational services within a complex organisation
- Strong expertise in financial strategy, budgeting, reporting, governance, risk management, and operational improvement
- Proven ability to lead multidisciplinary teams and deliver measurable organisational outcomes
- Experience with ERP systems, financial reporting platforms, and business process improvement
- Experience with in higher education, healthcare, or other regulated sectors is desirable
