SOWThe intent of this contract is to expand the VA’s capabilities for contract management oversight of projects and project support services. The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across the Jack
C. Montgomery VAMC.
All proposed personnel to perform services under this requirement must be United States citizens and obtain a favorable National Agency Check (NACI).
ResponsibilitiesThe government requires a Construction Manager/Administrator (CM-CA) that will be on‑site for the duration of the Electronic Health Record Modernization Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. The CM-CA will assist the Contracting Officer and the Contracting Officer’s Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
- Familiar with site operations of General and Sub‑contractors and building construction management.
- Experience monitoring construction for Quality Assurance.
- Prepare, analyze, and identify incongruities and deficiencies in contractor work relative to construction documents; understand baseline schedule and assess value of acceptable work.
- Conduct or attend weekly or bi‑weekly project meetings to review project status, schedules, and contractor payment requirements.
- Keep thorough records of occurrences, contracts, and other construction related matters to assist in conflict resolution.
- Monitor services of independent testing agencies/laboratories for quality control testing and inspection services across soils, concrete, precast connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations.
- Maintain marked‑up sets of project plans and specifications for future as‑built drawings; perform routine inspections; identify non‑conforming work; notify VA and contractor for correction; compile defect lists; monitor financial data and budgetary cost accounting; assist in relocation efforts; administer construction contract change orders; review submittals; respond to RFIs; maintain daily logs of activity; coordinate owner‑supplied equipment; provide operational and maintenance data;
complete closeout submittals and other required services. - Minimum of three (3) years of construction field experience with similar CM tasks.
- Knowledge of construction practices to assist in implementing plans covering Quality Assurance, Safety, Time, Cost, Change, and Information Management.
- Present three projects of comparable scale and difficulty where held similar position.
- Possess communication, language, and software skills; ability to use various software programs to monitor, update, and produce work products and compile data and records.
- Technical degree in Construction Management, Engineering or related field, or equivalent applicable construction administration experience.
- Experience managing VA projects as a CMa.
- Experience managing medical projects as a CMa.
This position is a full‑time, on‑site role in Muskogee, OK.
