Supervisory Program Analyst (Compliance Chief)
Provides technical and administrative supervision to a staff consisting of DBQ Compliance and Assessment analysts (GS-12/13s), Senior Compliance Analyst, (GS-14s) and Lead Compliance and Assessment Analysts (GS-14s). Oversees the daily operation of the unit, ensures agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Gives advice, counsel, and instruction to employees on both work and administrative matters.
Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides training needs; and finds ways to improve production or increase the quality of work within the area of authority. Carries out Equal Employment Opportunity policies and program activities.
Manages, coordinates, assesses, and reports on the performance of contract exam vendors ensuring timely completion of an accurate, random, and independent review of disability examinations to establish accuracy rates reflecting vendor performance. Ensures the review confirms compliance with agency regulations and procedures, program directives, and technical requirements of the contract.
Ensures the quality and consistency of the contract examination quality review program by monitoring the performance of individual reviewers. Ensures appropriate databases are updated and maintained to accurately record and report quality review findings. Assists the MDEO Assistant Director for Examination Compliance and Assessment Staff in the development of instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions that support consistency in quality operations and review outcomes.
Provides oversight of the random selection process that identifies specific examinations for quality review, ensuring contractual requirements are met and follows generally accepted statistical practices. Analyzes data to identify and implement strategies to continually improve exam quality, timeliness, and the Veteran experience by identifying trends and recommending strategies for vendor improvement such as training, improved guidance, contract modifications, etc. to MDEO entities.
Maintains close working relationships and coordination with other elements within and outside VA, to include other VBA staffs, Disability Evaluation Management Office (DEMO), Office of Field Operations (OFO), District Offices, Regional Offices, Veterans Health Administration, Veterans Experience Office, the Strategic Acquisitions Center, and vendors to facilitate exam improvements.
Analyzes data to identify and implement strategies to continually improve exam quality, timeliness, and the Veteran experience by identifying trends and recommending strategies for vendor improvement such as training, improved guidance, contract modifications, etc. to MDEO entities.
Develops and implements periodic special reviews to ensure quality performance in specific target areas such as implementation of policy changes or handling of specific types of claims. The incumbent is responsible for documenting plans and regularly briefing the Assistant Director for Examination Compliance and Assessment of activity, progress, and areas of concern. Prepares and gives oral presentations to various audiences within MDEO, OFO, VBA and VHA senior management, department level executives, and outside stakeholders.
Prepares clear, concise, and well-supported documents. Prepares briefing papers and answers Congressional and external stakeholder inquires.
