Scope of Work: The Naval Information Warfare Center Atlantic (NIWC LANT) Cloud Computing Innovation, Transformation, and Integration (Cloud CITI) Division is tasked with providing hosting environments and platforms for Navy applications, as well as other DoD and Homeland Security (HLS) applications utilizing both Component Enterprise Data Centers (CEDCs) and Commercial Cloud Service Providers (CSPs) as hosting platforms.

Position Overview

This position will provide advisory and analytical support to improve organizational processes, workflows, and operational efficiency. The Technical Process Analyst supports process improvement initiatives by assessing current operations, identifying inefficiencies, documenting workflows, developing metrics, and recommending practical, data-informed solutions. This position supports continuous improvement efforts, standardization, and change management activities across the division, providing advisory and support services to the Division Operations Manager.

The role shall not supervise government personnel, direct official government actions, make policy decisions, or serve as the final approving authority for process or organizational changes.

Responsibilities

  • Analyze existing business processes, workflows, and operating procedures to identify gaps, redundancies, bottlenecks, and improvement opportunities.
  • Support process mapping, root-cause analysis, and workflow documentation efforts.
  • Develop, track, and report performance metrics, trends, and process improvement outcomes.
  • Facilitate or support continuous improvement initiatives, including Lean or Lean Six Sigma efforts, as applicable.
  • Draft recommendations, standard operating procedures, briefing materials, and process documentation for government review.
  • Coordinate with stakeholders across the division to gather requirements, validate workflows, and support implementation planning.
  • Assist with change management, communication, and training materials related to approved process improvements.
  • Provide analytical support for operational planning, workload management, and performance improvement efforts.
  • Maintain records, action trackers, and status updates for ongoing improvement initiatives.

Preferred Qualifications

  • Experience in business process improvement, operations analysis, management consulting, or organizational performance improvement.
  • Knowledge of process mapping, performance metrics, and root-cause analysis methods.
  • Familiarity with Lean, Lean Six Sigma, or similar continuous improvement methodologies.
  • Familiarity with AWS services, cloud operations, and cloud service delivery processes.
  • Experience supporting Department of the Navy (DON) or other Department of Defense (DoD) IT programs.
  • Understanding of DoD operational, cybersecurity, compliance, or governance requirements within a cloud environment.

Required Qualifications

  • Bachelor’s degree in a business or technical field.
  • Minimum of five years of experience leading or supporting process improvement initiatives.
  • Demonstrated ability to follow established procedures accurately and escalation issues through appropriate channels.
  • Ability to collaborate effectively with cross-functional stakeholders and clearly communicate findings and recommendations.
  • Strong written and verbal communication, collaboration, organizational, and time-management skills.
  • Must be a United States citizen.
  • Must hold an active or be able to obtain a Department of Defense Secret Security Clearance.
