Serves as crew foreman supervising personnel to perform skilled highway and bridge maintenance functions related, but not limited to: roadside and right-of-way mowing, brush management, and limb management. Functions as a working supervisor; operates motorized equipment in a variety of maintenance activities, as needed in the absence of regular equipment operators. Supervises and instructs personnel in the safe operation and maintenance of equipment and proper highway and bridge maintenance practices.
Plans and schedules routine and preventive maintenance activities, as well as investigates citizen work request; assesses, priorities, and schedules the necessary work to be completed. Responsible for scheduling all work to be performed by maintenance crew. Determines proper equipment, materials, and labor needed in order to complete tasks. Develops and records accurate summaries of daily work performed by maintenance crew in the Highway Maintenance Management system including personnel's working time, accomplishments, work location, material usage, and equipment utilization.
Instructs crew members daily in safety practices, completes job hazard assessment forms, mitigates risks, and conducts safety meeting prior to commencement of work activities. Coordinates the placement of traffic control devices to properly set up a maintenance work zone according to current Agency guidelines, policies, and procedures. Instructs crew members on practices such as flagging operations, proper use of PPE, vehicle safety, and job site hazards.
According to current Department directives and guidelines, performs roadway inspections in order to detect deficiencies that could pose a hazard to motorists or pedestrians. Documents all deficiencies found in the Highway Maintenance Management System. Coordinates and verifies the completion of daily inspections and preventative maintenance on all vehicles and equipment assigned to crew. Instructs crew members on proper vehicle and equipment pretrip completion in accordance with the latest Department directives, polices, and procedures.
Recommends personnel actions including promotions, transfers, and disciplinary measures; rates employees according to the Employee Performance Management System. Manages assigned crew(s) in emergency or inclement weather operations; may include on-call personnel for extended working hours or 12-hour shifts. Performs other related duties as assigned.
Three and one-half (3.5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.
The physical demands for the essential functions involves bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal scheduled work week; especially during inclement weather.
