Position SummaryThe principal function of an employee in this class is to manage the planning, design, and construction of assigned projects related to public works construction. The work is performed under the supervision and direction of the Water Renewal Capital Projects – Program Manager, but considerable leeway is granted for the exercise of independent judgment and initiative. The employee must establish and maintain effective working relationships with City personnel, utility companies, construction contractors, survey crews, consultants, elected officials, property owners, and the general public.
The principal duties are performed in a general office environment and in the field.
- Develop scope of work, budgets, and schedules for construction of public works projects.
- Manage contracts with design professionals, consultants, contractors, and equipment suppliers.
- Maintain files and project history, including plans, specifications, project correspondence, contracts, budget, financial information, and other historical project data. Manage and maintain electronic project files on the city server.
- Review expenditures and financial commitments to assure compliance with approved budgets.
- Provide assurance that all public works construction projects are in compliance with Federal, State, and local codes and regulations.
- Coordinate with city staff, contractors, agencies, and other interested parties to solve construction difficulties and problems, adjusting the original design or scope as necessary.
- Complete all project reports, charts, graphs, and correspondence. Prepare, update, and review project staff update report.
- Review plans, specifications, construction progress, and completed projects for compliance with standards, products, and methods.
- Ensure work activities are carried out safely and efficiently.
- Plan, supervise, and evaluate the work of consultants and contractors, and provide direction in managing project issues.
- Provide project contract and construction management for City projects.
- Attend meetings, conferences, workshops, and training sessions to remain current on principles and practices in assigned work areas.

- High School Graduate or General Education Degree (GED) required.
- Bachelor’s degree in Construction Management, Civil Engineering, or closely related field and/or any combination of experience and training providing equivalent knowledge, skills, and abilities.
- 5 or more years of experience in construction contracts and project management; water or wastewater treatment facility project experience preferred.
- Ability to operate a personal computer and learn new software and technologies as needed.
- Valid State of Idaho Driver’s License.
- Knowledge of Federal, State, and local public construction and procurement laws, codes, ordinances, and reputations.
